- THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR THE PURPOSE OF CONDUCTING MARKET RESEARCH. THIS IS NOT A REQUEST FOR PROPOSAL. The purpose of this sources sought notice is for information gathering and planning purposes only for qualified small businesses that can provide ALL of the various chapel personal service(s) listed below. NOTE: It is the Government's desire to have just one Contractor at each installation to provide these services for continuity of services and management oversight. This is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. SYNOPSIS : The 502d Contracting Squadron, Joint Base San Antonio (JBSA), TX (which includes Randolph Air Force Base, Lackland Air Force Base, and Fort Sam Houston), is considering the procurement of the following multiple Chapel personal service positions below. This notice does not obligate the government to award a contract or any other type of contractual document. The Air Force is seeking small business sources in the following categories: 8(a), Hub Zone Small Business, Service Disabled Veteran Owned Small Business, Women Owned Small Business, or Small Business concerns. The primary positions and locations are as follows: Basic Military Training (BMT) Music Programs (JBSA Lackland AFB) Contemporary Service Musician (Protestant) Contemporary Services Music Director (Protestant) Protestant Youth Ministry Coordinator Catholic Musician Catholic Music Director For Protestant Music Services (JBSA Lackland AFB) Orthodox Musician Liturgical Musician Gospel Musician Gospel Music Director Contemporary Musician Contemporary Music Director For Catholic Music Services (JBSA Lackland AFB) Catholic Musician Catholic Music Director Religious Education Coordinators ( JBSA Lackland AFB) Protestant RE Coordinator Catholic RE Coordinator For Protestant Music Services (JBSA Randolph AFB) Praise Team Director (Musician - Director - all in one) Protestant Musician Youth Coordinator For Catholic Music Services (JBSA Randolph AFB) Music Director Youth Coordinator For Protestant Services (JBSA Fort Sam Houston) Youth Ministry Coordinator (Both Catholic and Protestant) Contemporary Accompanist Contemporary Accompanist Protestant Choir Director Protestant Choir Director The North American Industry Classification System (NAICS) Code is 813110 for these various chapel personal positions. The small business size standard for this NAICS Code is $7 Million. : Description of Work and Minimum Qualifications. (1) Youth Ministry Coordinator: The Protestant, Catholic, and/or Ecumenical Youth Ministry Coordinator for each location (Randolph AFB, Lackland AFB, Fort Sam Houston) will coordinate and provide Christian ministry for high school and middle school age youth. Contractor services include providing a location community wide youth religious program and supporting specific youth ministry needs that the chapel staff and volunteers cannot provide. The program will be sponsored by the chapel community but will attempt to involve all students throughout the three JBSA installations. The Coordinator will articulate and develop promotional campaigns, activities, and maintain records of supplies, materials, and attendance (to include the youth and volunteers). Youth Ministry Coordinator Minimum Qualifications: The Contractor shall meet the following minimum qualifications, which are subject to the approval of the Installation Staff Chaplain: •· Ability to pass a background check in order to work with minors. •· Must complete a positive background check and have Red Cross First Aid and CPR training. •· Completed sexual abuse and child molestation awareness training program. •· Ability to speak, read, and write English proficiently. •· Must be able to work in an ecumenical setting and provide ministry in a multi-faith setting. •· Must have either a bachelor's degree or 4 years experience in military youth ministry •· Ability to work independently with little supervision. •· Possess strong planning/organizational skills and basic understanding of the military system •· Must be able to work flexible hours to include working on the weekends and weeknights. (2) Religious Education Coordinator : The purpose of the Religious Education Coordination is to provide religious education classes for either the Protestant or Catholic members in coordination with the Senior Director of Education. The Contractor will recruit volunteers to teach in weekly education classes, schedule teacher training events, and conduct weekly religious education classes. In addition, perform promotional endeavors, advertising campaigns, maintain adequate records of functions/attendance/and materials needed; projecting the timely supply of educational material and classroom supplies for religious functions; provide teacher training classes and teacher appreciation events, and answering community inquiries regarding the religious education programs. Religious Education Coordinator Minimum Qualifications: The Contractor shall meet the following minimum qualifications, which are subject to the approval of the Installation Staff Chaplain: •· Ability to pass a background check in order to work with minors. •· Must complete a positive background check and have Red Cross First Aid and CPR training. •· Sexual abuse and child molestation awareness training program. •· Ability to speak, read, and write English proficiently. •· Must be able to work in an ecumenical setting and provide ministry in a multi-faith setting. •· Must have an undergraduate degree in religious education or 4 years of experience in the religious education field •· Ability to work independently with little to no supervision. •· Possess strong planning/organizational skills and basic understanding of the military system •· Must be able to work flexible hours to include working on the weekends and weeknights. (3) Musician/Accompanist: The Contractor is to perform or provide an instrumental musician during the designated worship services. The Musician must be able to read and play a wide variety of worship service music. Musician/Accompanist Minimum Qualifications: The Contractor shall meet the following minimum qualifications, which are subject to the approval of the Installation Staff Chaplain: •· Possess familiarity with either military Protestant or Catholic worship styles. •· Possess the skill sets necessary to musically compliment the church services with special emphasis on piano and organ accompaniment befitting the style of worship. •· Ability to read music is required. •· A college degree in Music (organ or piano) is desired •· Require at least 4 years of experience playing the piano and/or organ •· Demonstrate the ability to coordinate and work well in multi-denominational settings. •· Be fully qualified to perform the required services with minimal supervision or direction by the Chapel Staff. (4) Music Director: The Contractor must be able to develop, coordinate, and implement a comprehensive program of music for either the Protestant or Catholic worship services. Develop and implement a music order for each worship service. In addition, interview, recruit, and train prospective volunteers to participate in the various music programs. Music Director Minimum Qualifications: The Contractor shall meet the following minimum qualifications, which are subject to the approval of the Installation Staff Chaplain: •· Possess familiarity with either the Catholic or Protestant service styles •· Must be able to lead a Chapel in a contemporary worship setting •· Possess the skill sets necessary to musically compliment the worship services. •· Ability to read music is required •· Demonstrate the ability to coordinate and work in multi-denominational settings •· Be able to carry out these duties with minimal supervision NOTE: All vendors must be currently registered in the System for Award Management (SAM) in order to be eligible for a contract award. The Government anticipates utilizing a Best Value Decision Selection Method based on price, past performance, and technical/management capabilities (where applicable) of the prospective sources. The Government intends to issue a solicitation package in the form of a Request for Proposal (RFP) which will be made available for downloading from the internet on the Federal Business Opportunities website address: www.fbo.govo at a later date. Special Note: In consideration of the government's efforts to consolidate service contracts, it is anticipated that this procurement will be issued for a base period of one year plus an additional one year option.
