This is a sources sought only; it is not a request for quotations or offers. This procurement requirement is to determine whether any small business can provide can provide these services listed below: CLASSIFICATION CODE: Q - Medical Services; (Q999- Medical -Other) NAICS CODE: 621 - Ultrasound Services; 621999- (All Other Miscellaneous Ambulatory Health Care Services) Network-9 Contracting Office on the behalf of the Memphis VA Medical Center, 1030 Jefferson Avenue, Memphis, TN has developed this Request for Information (RFI)/Sources Sought Notice to solicit market research information from industry to assist the Government with analysis of a Government requirement and provide commercial insight on performance-based solutions, best practices, possible contractual arrangements, and potential issues. This RFI is to determine the availability of Small Business (preferably Service-Disabled and/or Veteran-Owned Owned) entities within the Memphis area. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication that Network-9 Contracting Office (NCO-9) will contract for the items contained in the RFI / Sources Sought Notice. This RFI/Sources Sought Notice is part of a Government market research effort to determine the scope of industry capabilities and interest, in accordance with Federal Acquisition Regulation (FAR) Part 15.201(e), response to this RFI / Sources Sought Notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI / Sources Sought Notice are strictly voluntary and are consider as information only. The Government will not pay respondents for information provided in response to this RFI / Sources Sought Notice. Responses to this RFI / Sources Sought Notice will not be returned and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced on the Federal Business Opportunities Website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from any response to this announcement. This RFI / Sources Sought Notice do not restrict the Government's acquisition on a future solicitation. Network-9 Contracting Office (NCO-9) and Memphis VA Medical Center are conducting market research for a Contractor to furnish ultrasound procedures for the Department of Veterans Affairs (VA) at the Memphis VA Medical center, 1030 Jefferson Avenue, Memphis, TN 38104. Please review the draft Performance Work Statement (PWS) provided below before responding to the market research questions as the Government desires that respondents offer their experience and recommendations on the following questions and issues related to this requirement. When addressing these items, respondents should consider the size and scope of the requirement described herein. PERFORMANCE WORK STATEMENT: SERVICES TO BE PROVIDED: The contractor shall provide to the Department of Veterans Affairs, Memphis, TN ultrasound procedures. The contractor shall provide services on an emergency basis. Upon request for the ultrasound services, the contractor will also be provided with the term of services required. The Department of Veterans Affairs Medical Center Chief of Staff Service will have final technical and administrative direction over all services provided. The Department of Veterans Affairs, Memphis will transport patients to contractor for ultrasound examinations. Estimated number of cases annually is 112. Patient transportation will be coordinated by the VAMC emergency room personnel. Emergency services are to be provided after hours Monday through Friday (4:30pm to 8:00am), Saturday, Sundays and Holidays. General Description: The Department of Veterans Affairs, Memphis will transport patients to contractor for ultrasound examinations. Estimated number of cases annually is 112. Patient transportation will be coordinated by the VAMC emergency room personnel. Emergency services are to be provided after hours Monday through Friday (4:30pm to 8:00am), Saturday, Sundays and Holidays. The Contractor will provide the following: Provide ultrasound services within 2 hours of a request from VAMC. The time allowed will include the time needed for transportation to the contractor, performing the exam, and providing a written or phoned report by a radiologist. The 2 hour turn-around-time does not include the time required to transport the patient back to VAMC. Because of the necessity for rapid provision of care, travel time each way to the contractor must not be expected to exceed 30 minutes. Critical values (clot, torsion, cholecystitis) will be communicated provider to provider by phone consistent with the ACR guidelines for communication. Noncritical values may be faxed at completion of dictation. Exam reports must be faxed over within 1 hour of exam completion. Results shall be faxed to the Medical Administrative Assistant (MAA) in the Emergency Department. Plan for Monitoring and Reviewing Quality of Care Provided: Timely access to clinically needed service: Services provided by contractor with sixty (60) minutes of a VAMC request. Timely reading (within 30 minutes of exam) and faxed reports (1 hour from exam completion). All services provided by the contractor will be properly documented appropriately (radiological interpretations, images, etc..) to be forwarded to VAMC for review and inclusion into patients VAMC medical record. VAMC and contractor will monitor the outcomes of care provided and goals attained.
