Description
REVISED JUNE 24, 2014: Union Square - Grant Memorial Conservation and Restoration Services The Architect of the Capitol (AOC) is posting this sources sought announcement for acquisition planning relative to a bronze conservation and restoration project under the jurisdiction of the Capitol Grounds. Interested parties should demonstrate knowledge and expertise in laser, water and micro-abrasion cleaning, repair, patination and application of lacquer and wax protective coatings for historic monumental outdoor bronze sculpture and in fabrication and installation of approximately 91 replacement bronze castings. All interested candidates should submit capability statements for consideration. Capability statements will be reviewed to determine the experience and qualifications of interested candidates to perform the work of this project and fulfill market research analysis by the Architect of the Capitol for this requirement. The project requires the conservation and restoration of the bronze of the General Ulysses S. Grant Memorial located in Union Square of the United States Capitol Grounds (CG), in Washington, DC. The Grant Memorial bronze includes two large sculptural groups (Artillery and Cavalry), one equestrian statue (Grant), four reclining lion statues, two relief plaques and six drain caps. The Contractor will be responsible for access equipment needed to perform the work, materials and equipment needed for protection of the memorial and surrounding site materials and for fencing/barricades/enclosures needed to protect of the public during performance of the work. A management plan, baseline and progress schedules, certified scaffold plan, safety and health plan, product submittals, samples, mock-ups, and completion report will be required. Coordination of the work with other contractors working on the site will be required. Project and contract management requirements to ensure the execution of the work will be required. QUALIFICATIONS Submit firm and personnel experience and project examples that illustrate experience and qualifications to perform bronze conservation and restoration, as follows: PART I MINIMUM OFFEROR QUALIFICATIONS: The Conservator performing and overseeing the bronze cleaning, repair, finishing, patination, coating, overseeing the fabrication of bronze sculpture, and managing the project, shall hold Professional Associate or Fellow status with the American Institute for Conservation (AIC) and have a minimum of 10 years of experience in the conservation of historic outdoor bronze sculpture similar to the scope and scale of this project. The firm and key personnel shall provide examples of a minimum of 3 successfully completed projects Provide projects that required removal of corrosion products, patination and application of lacquer and wax coatings. The Patineur performing the bronze patination shall have a minimum of 10 years of experience in the artistic patination of historic outdoor bronze sculpture and shall provide a minimum of 3 project examples similar in scope to the work of this project. If the Conservator is the Patineur please clearly state such. The Foundry casting the replacement bronze elements shall have a minimum of 10 years of experience in the modeling/sculpting, molding and casting of replicated bronze similar to that required for this project. Provide a minimum of 3 project examples similar in scope to the work of this project. 1. Project Examples: Provide descriptions of a minimum of 3 projects completed by each the Conservator, Patineur and Foundry within the past 10 years. For each project, provide the following information: a. Project name and location. b. Contracting Agency/Client. c. Point of Contact with current telephone number and/or e-mail. d. Project Schedule to include dates of award, contract completion date, and actual completion date - you may provide explanation for the differences. e. Identify the Conservator(s), Patineur(s) and Foundry who performed the work. f. Brief description of the project including materials and methods used. Explain how the completed project is similar to the scope of this work. g. Project cost: original and final. You may provide explanation for any modifications. h. Before, during and after photographs of the bronze to the extent they are available. Maximum of 1 page of photos per project. Can be multiple photos per page. i. Conservation Issues - Point out those relevant to the current project description. 2. Resumes: Provide resumes of the Conservator, Patineur and Foundry personnel demonstrating described minimum experience requirement under Part 1. State number of years of experience in cleaning and repair of bronze sculpture. 3. Awards: Provide juried awards, if available 4. Conservation Treatment Report: Provide a sample report of conservation and restoration work on comparable historic bronze exterior sculpture including before, during and after treatment photographs. PART 2 MANAGEMENT PLAN: 1. Submit proposed management team, identifying key personnel (by discipline) and their roles to manage this particular effort. 2. Provide an organizational chart diagramming the relationships and hierarchy on the team and potential subcontractors. Submission: Interested parties shall submit a pdf of their capabilities package via email to Fred Witcher at fwitcher@aoc.gov no later than close of business on July 08, 2014 at 5PM.
