- Ammendment 02 to delete Performance Design Coach requirement in SOW and extend close date by 1 week to 10 am 14 July 14. Ammendment 01 to extend close date by 2 weeks to 10 am 7 July 14. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92244-14-T-0135, the government contemplates establishing two or more firm fixed price BPA's (Blanket Purchase Agreements) to provide Canopy Control Courses of Instruction. However, the Government reserves the right to award more or less than three BPA's based upon responses received from this solicitation. The potential Master Agreement's term is not to exceed 5 years. The Government intends to award multiple BPA Master Agreements with a maximum potential value of $ 5.0 Million for all five years per each agreement. Individual BPA calls will be competed amongst the BPA holders and shall not exceed $150,000.00 per call. In this solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-73 effective 29 Apr 2014. The Naval Special Warfare Command is seeking businesses capable of providing Canopy Control courses of instruction. North American Industrial Classification Code (NAICS) 611699 with a standard business size $10.0 Million applies to this procurement. This procurement is 100% small business set-aside. The DPAS rating for this procurement is DO-S10. All responsible sources may submit a quote which shall be considered by the agency. The contractor shall provide a quote using the attached bid schedule. Every element identified under the CLIN's are required to be priced individually. Quotes shall include pricing for each line item Not-To-Exceed $5,000,000.00 per agreement. Section B Schedule of Supplies and Services See Attachment 1 A list of required items that an offeror must be able to provide under the blanket purchase agreements. These requirements may or may not be required depending on location of the course. The quantities are subject to change and are not guaranteed under this RFQ or any subsequent agreement. The establishment of a BPA does not imply an agreement by the Government to place future contracts or orders with the BPA holder. The Government makes no representation as to the number of calls or actual amount of work to be ordered. See Attachment 2 - Terms and conditions of the BPA are listed in attachment 2. Inspection is at Destination Acceptance is at Destination (Anticipated) Ordering Period Date of Award- Five years: Not-to-Exceed $5,000,000.00 Section C Statement of Work STATEMENT OF WORK (SOW) Instructors shall teach all elements of piloting a ram-air parachute from the point of opening to the point of landing. This course will be taught in a classroom as well as in-flight through the use of a 2-way radio communication system. Instructors shall arrive 30 minutes prior to all scheduled training evolutions. They will be required to make up to 12 jumps per day from military and contracted aircraft, at altitudes not greater than 24,999 feet above sea level. They will be required to use, inspect, and perform close-proximity coaching drills with the following equipment: 1. Military Javelin Navy (MJN-1) parachute system with ripcord and BOC modifications 2. PD Military Silhouette main parachute 3. PD Silhouette main parachute 4. PD Sabre 2 main parachute 5. Javelin Odysey harness-container 6. Military Tandem Vector System/ UPT SIGMA Tandem Parachute System Instructors must provide a comprehensive course of instruction on Military Free -Fall canopy control to include the following topics: o Patterned Flight Approaches o Two-staged flare technique o Braked approaches o Flat turns o Stall recovery o Advanced accuracy o Canopy to Canopy Videography o No-contact close proximity flight (no-contact canopy formation flying) Instructor Qualifications • Instructors must be able to teach, demonstrate, debrief and mentor all aspects of Canopy Control for military free fall parachuting • Instructors must be familiar with Performance Designs Ram-Air canopies of Performance Designs and the Sun Path Javelin Odyssey harness-container and all ancillary equipment in order to identify any potential safety issues with the rigging thereof. • Instructors must hold United States Parachutes Association (USPA) licenses and USPA Professional Exhibition Ratings. • Instructors must have demonstrated current positive past performance with other Special Operations Command units in this capacity and have reported that all training has met or exceeded expectations • Instructors must have a thorough working knowledge of the curriculum of the Joint (closed) Basic Military Free Fall Course. • Instructors must have worked at a Joint (closed) Basic Military Free Fall Course in the previous 18 months. • Vendor must provide past experience with similar type of training with Special Operations Forces personnel • Vendor must provide their own reliable 2 way air-to-air radio communications equipment capable of transmitting to 6 student parachutists, in order to provide real-time feedback of performance debriefs while descending under a ram-air parachute. • Instructors must have a high definition camera system capable of recording student in 1080p for the highest quality of video for debrief and vendor must provide video footage upon completion of course for debrief purposes. • Instructors must be familiar with the Military Javelin Navy (MJN-1) harness-container and all ancillary equipment in order to identify any potential safety issues with the rigging thereof. • Instructors must be able to show 500 logged parachute jumps within the previous 18 months to demonstrate competency. • Vendor must provide instructors that have a minimum of USPA "D" license, USPA PRO rating and current USPA membership. • Vendor shall provide own parachute equipment. This equipment shall be compatible flight with student ram-air wing-loadings ranging from 0.5:1 to 2.5:1. Packer qualification: Performance Requirements: • Shall possess a current FAA Senior or Master Rigger certification • Shall be able to pack up to 60 main parachutes in a work day • Must be able to pack parachutes outdoors for 12 hours a day Statement of Work: • Contracted parachute riggers shall be required to pack all parachutes involved in the course. • Contracted parachute riggers shall arrive at least fifteen minutes prior to all scheduled training evolutions. They will be required to pack outdoors, in temperatures ranging from 25F to 105F. They will be required to work for up to 12 hours and to pack the following parachute equipment: • Military Javelin NAVY (MJN-1) • Military Tandem Vector System harness-container • Tandem Phoenix 400/460 main parachutes • PD Silhouette main parachute • PD Sabre 2 main parachute • Javelin Odyssey harness-container • Additional Requirements • By meeting the requirements in this agreement, the Commanding Officer of NSWDG is officially designating the contracted personnel to perform the duties stated in the agreement/BPA call. • Per FAR 52.212-4(q), the Contractor shall comply with all applicable Federal, State, and local laws, Executive Orders, rules and regulations applicable to its performance under this agreement/BPA call. As such, all contracted personnel will be required to maintain documentation of drug screening being conducted prior to the start date of the contract, as well as, documentation of an unannounced annual drug screening. • Active duty Military Riggers shall perform Quality Assurance checks on any parachutes packed or maintained by the contractor. The Government will not sign any release forms, as Government liability is governed by the contract and applicable Federal law and regulation. The following factors shall be used to evaluate offers in descending order of importance: i. Technical - Offeror shall provide legible copies of their instructors USPA Licenses.
