- W912TF-14-R-0005 Request for Information (RFI) 1. Is there an incumbent for this work? If so, is the incumbent eligible to bid as a prime contractor? A: There is not an incumbent for this service for the federal gov through a federal contract. The State of NH (Bureau of Purchase and Property, (603) 271-9563) has a contract with a company for these type of services. 2. What is the name of the incumbent (if one exists). A: N/A 3. Must SDVOSB bidders be verified by the Veterans Affairs Centers for Veterans Enterprise as a SDVSOB? A: We rely on your Reps and Certs in SAM, to verify eligibility. 4. What metrics will the Government use to quote mark level the playing field quote mark for offers received? A: see page 49, 52.212-2 EVALUATION--COMMERCIAL ITEMS 5.Pg 1. Block 6. Solicitation Issue Date is 17 June 2014, vs 13 June 2014 A: 17 Jun 2104 6.Pg 5. Para 1.3. States, quote mark The beneficiaries of the Care Coordination Program...who are geographically separated from military installations and live or work in the State of New Hampshire. quote mark Question: What is the criteria for geographic separation from military installations? Is it number of miles, travel time by car? A: The government considers all Service Members who live in NH as being quote mark geographically separated quote mark from a military installation. 7.Pg. 11. 3.1.6. Key Personnel. Second sentence discusses quote mark best value procurement quote mark, since this is an LPTA procurement, recommend deleting this reference. A: Will delete 8.Pg. 13. 4.0.F. Government Furnished Items and Services. Will the contractor have any need to access any government IT system in support of this contract? A: No 9.Pg. 15. 5.1.a. at the end of this paragraph there is the comment quote mark (we need a standard ratio for this) quote mark Will the government provide this standard ratio for contractor staffing plans? A: The contractor is expected to have adequate ability to meet the Commanders' requests at drills. Previous data has shown the most that we have requested in one weekend was 4 Care Coordinators to a briefing at the Air Wing on Saturday, and 5 Care Coordinators on a Sunday drill for a unit (Battalion) of Army National Guard on deployment notice. There is no specific standard ratio. 10.Pg. 17. 7.4. Personal Financial Manager. All other directed positions require a master's degree. Is there a degree requirement for the Personal Financial Manager? A: Yes; the referenced DODI states: quote mark (6) At a minimum, one staff member within the installation-based MFSC shall be designated and trained to organize and execute financial management services for the military community. Service providers hired, contracted, or serving part-time as the primary expert on personal finances for the installation or region shall: (a) Possess a baccalaureate degree from an accredited college or a combination of education and experiences, which equips such service providers to serve as a PFM counselor. (b) Obtain and maintain a nationally recognized financial counselor certification in accordance with Service implementing guidance. quote mark 11.Pg 54. Para C. states in 2 different areas, quote mark highly rated proposals quote mark to determine a competitive range. However, if the evaluation is acceptable or unacceptable (per pg. 51) How will the government determine which proposals are highly rated? Are any other criteria being considered other than technical acceptance, past performance relevancy & performance risk ratings and price? A: The highest rated proposals would consist of proposals that are quote mark Acceptable quote mark in technical, have the highest Past Performance ratings and the lowest price. 12. Section 4.0 of the RFQ addresses Government furnished items and services. It states that the Government will not be supplying services, facilities, facility clearance, utilities & conservation, or equipment. Will the Government please detail what facilities, facility clearance, equipment, and supply costs (printed material for handouts, etc.) are required for performance on this contract? (For example - laptops, cell phones, scanners, etc) A: that is up to the contractor to determine what the items they need to complete the task and will not be reimbursed by the gov. The gov will not be supplying services, facilities, facility clearance, utilities & conservation, or equipment. 13. Is a physical facility necessary for all or a portion of contractors, can work be performed remotely or possibly within office space available at NG locations? A: The gov will not be supplying services, facilities, facility clearance, utilities & conservation, or equipment. 14. Subsection E addresses the need for interpretation services for LEP clients. Will the Government please address how these needs are currently being addressed? What type of interpretation services is currently being provided; is there a need for a full time interpreter on staff? A: There is not a full time interpreter on staff, and there has been no demand for any in the past 4 years (and prior years' data is unavailable.) 15. Subsection F addresses communication access needs for hearing, vision, and speech impairment. How are these needs currently being addressed? What types of devices are being used and what quantity is needed? A: There is not currently any need nor a need in the past for these services. 16. Section 7.3 Care Coordinators states that Care Coordinators meet service members and families in their homes and in other local settings at times that are convenient for the Service Member and/or family. With this being a FFP contract, we ask that the Government either provide mileage for this requirement to be included in our rates or add a CLIN for mileage reimbursement. A: The Gov will not provide mileage reimbursement. 17. Para 6 invokes CMRA requirements. Why invoke CMRA for an FFP program? A: Visit https://cmra.army.mil/help/faq.html for information on CMRA FAQ. The Contractor Manpower Reporting Application (CMRA) is designed to collect information on funding source, contracting vehicle, organization supported, mission and function performed, and labor hours and costs for contracted efforts providing services to the Department of the Army from contractors and Army activities requiring contracted services from supporting contracting offices. 18. Request more detailed performance specifications for the Services discussed in para 2.2? Additional detail is required to understand the scope of the services required and be responsive and potentially compliant with FAR 52.246-4. A: The scope and performance specifications are all the services described in the PWS. 19. Para 3.1.6 discusses the Contractor may be evaluated on the basis of their Key Personnel however the proposal requirements do not discuss the provision of resumes. Does the Government require resumes to be submitted as part of the Offeror response? A: The Gov does not require resumes, but if that helps you show the qualifications of Key Personnel then please include them with your package if you think it will help demonstrate your abilities to accomplish the requirement. 20. The RFP references 52.222-41, Service Contract Act (SCA). Are any of the current services being covered or subject to SCA? A: There is not an incumbent for this service for the federal gov through a federal contract. The State of NH (Bureau of Purchase and Property, (603) 271-9563) has a contract with a company for these type of services.
