Description
This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotes under solicitation number: VA262-14-Q-0652. This combined synopsis/solicitation for housekeeping staff uniforms is prepared in accordance with the format in FAR Parts 12, 13 and 19 as supplemented with additional information included in this notice. The solicitation will also be in accordance with Acquisition of Commercial Items, Simplified Acquisition Procedures, Small Business Programs, and Veteran Affairs Acquisition Regulations as supplemented with additional information in this notice. The Contractor shall adhere to all federal and state laws and regulations in effect during the term of this contract. The Government intends to award a firm-fixed-price contract. The Contract begins on the date of award. Due to time constraints, responses to the solicitation shall be due on Thursday, June 26, 2014, at 11:00 PM PST. Offerors are advised that it is your responsibility to review and monitor the website frequently to ensure you have the most up to date information, including amendments. Correspondence or questions may be directed to Joy Esquivel, Contract Specialist at joy.esquivel@va.gov with "VA262-14-Q-0652" in the subject line within 48 hours of release of this notice. Telephone inquiries will not be honored. Inquiries after the allotted period may not be responded to due to the time constraints of the procurement. All offerors must be registered in www.sam.gov to do business with the Government. Ensure your registration is correct, current and has not expired. This announcement constitutes the only solicitation of FedBizOpps (www.FBO.gov); quotes are being requested and a written solicitation will not be issued. The Contracting Officer for this procurement is Joy Esquivel and all questions shall be submitted in writing to joy.esquivel@va.gov. Solicitation VA262-14-Q-0652 is issued as a Request for Quote (RFQ). This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53, effective August 4, 2011. Successful offeror shall provide uniforms as described below to the Greater Los Angeles VA Medical Center; 11301 Wilshire Blvd, Warehouse Bldg.297, Los Angeles, CA 90073 in the quantities listed in the schedule within 90 days of contract award. This is a brand name or equal requirement set aside 100% for small businesses under NAICS Code 448190 or 812331, Other Clothing Stores, with a small business size standard of 500 employees. Quotes are due by 11:00 a.m. P.S.T, Thursday, June 26, 2014. Background Description: The Greater Los Angeles VA Medical Center has a requirement for uniforms to be worn by the medical center's male and female housekeeping staff. The medical center desires attractive, modern, two piece uniforms in a colors: blue, green, black, navy and white consisting of a Short or long sleeved shirt and cargo/utility pants for men and women. The medical center is seeking the brand name or equal uniform. Proposed items should be easy care and require little to no ironing to be presentable and shall be constructed from fabrics that stand up to frequent machine washing and drying, such as a cotton/poly blend. Uniforms that require special care such as dry cleaning will not be considered. Instructions to Offerers Offerers must review the attached uniform order spreadsheet including all four sheets. Offerers shall submit quote by filling out attached spreadsheets with vendor prices. Vendors that do not use spreadsheet when submitting quotes will not be considered. Offerers submitting quotes for items that are not brand name have the following additional requirements below: Offerors are requested to submit item specification and detail of their proposed items color choices, and pricing by the quote due date and time. Offerors should submit all item details including wash and care information, fabric texture, and quality of items. VA will utilize the specifications to determine which items best meet VA's needs and which items will best fit a variety of people. Quote Submission: Quote shall include the following items: a. Completed Schedule b. Color choices for each item c. Sizes for each of the quoted items offerors should submit a medium and large sample. d. Completed Representation and Certifications as required in FAR 52.212-3. VA will review all specifications received and select the item that best meets the medical center's requirement. Construction and fit of the item will be considered as part of the evaluation consideration. Price Technical Capability is significantly more important than price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
