- MSPV E-Commerce Portal - OSDBU RFI- VA119-14-I-0190 QUESTIONS AND ANSWERS General Question: 1.Please confirm the VA OSDBU requests industry responses to the Request for Information (RFI)/ Sources Sought to reflect corporate information and online e-commerce web portal capabilities associated with an individual company only and not to reflect hypothetical qualification. A.We confirm that the questions regarding the e-commerce capabilities are to consider only current resources, not hypothetical qualifications. OSDBU is seeking information related to the possibility of establishing an acquisition for this type of requirement and is gathering information from industry on the subject. This is market research only. No decision has been made how to proceed or whether to proceed at all, so discussion of any specific requirement is premature at this stage. 2.Q. Reference RFI/Sources Sought Item #3 - Is the OSDBU requesting technical or contractual POC information? A.Please provide POC information for a technical contact in your company that can be contacted if OSDBU has any further questions regarding this topic. 3.Q. Reference RFI/Sources Sought Item #14 -- Is this questionnaire item specific to Federal e-commerce work? Or software development? A.This questionnaire is seeking to gain knowledge about the ability of the commercial market to develop, integrate, adapt, and support a potential e-commerce solution that would be suitable for Federal work. This is market research only. No decision has been made how to proceed or whether to proceed at all, so discussion of any specific requirement is premature at this stage. 4.Q. Reference RFI/Sources Sought Item #19 -- Is this questionnaire item specific to concurrent users, or total user accounts? A.A potential e-commerce solution could be a replacement for current modules and therefore would affect all user accounts. This is market research only. No decision has been made how to proceed or whether to proceed at all, so discussion of any specific requirement is premature at this stage. 5.Q. Reference RFI/Sources Sought Items #38 and 39 -- By "coding platforms" is the OSDBU specifically referring to programming languages? Alternatively, is the OSDBU referring to application frameworks or application host/integration platforms? A.OSDBU is referring to programming languages. OSDBU is referring to both application frameworks and host/integration platforms. 6.Q. Will you have independent (of the developer) usability testing of the system conducted to ensure the efficiency, effectiveness, and ease-of-use of the website? A.This is market research only. No decision has been made how to proceed or whether to proceed at all, so discussion of any specific requirement is premature at this stage. 7.Q. Has any design been done so far, or the entire project will have to be done from scratch? A.This is market research only. No decision has been made how to proceed or whether to proceed at all, so discussion of any specific requirement is premature at this stage. 8.Q. Is there any preference regarding the technologies that need to be used? Programming language and platform? Or the client is looking for the most convenient solution at the advice of the developers? A.No, there is no preference or specific languages/platforms. This is market research only. No decision has been made how to proceed or whether to proceed at all, so discussion of any specific requirement is premature at this stage. 9.Q. What payment methods are to be considered on the website i.e. credit cards, PayPal, Google wallet, etc? A.There are no payment methods being considered. Payment would be directed internally via EDI based on transactional history and protocols (to be determined). This is market research only.
