- NAICS: 511210 (Software Publishers) PSC: D319 (IT AND TELECOM- ANNUAL SOFTWARE MAINTENANCE SERVICE PLANS) Proposed Vendor: Chemical Computing Group, Inc.; Duns# 254109390 Synopsis: THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to award a sole source purchase order under Federal Acquisition Regulation Part 13.106-1(b). The Environmental Protection Agency (EPA), National Exposure Research Laboratory, Human Exposure and Atmospheric Sciences, Exposure Dose Research Branch (EDRB) requires license renewals for three (3) Molecular Operating Environment (MOE) Tokens. This license will cover a tentative period of performance of October 1, 2014 through September 30, 2015. EPA intends to award a sole source purchase order to Chemical Computing Group, Inc. located at 1010 Rue Sherbrooke O Bureau 910, Montreal, QC, H3A 2R7, Canada. Chemical Computing Group is the sole vendor of, and has exclusive copyrights, patents, and/or trade secret ownership to this software. Software purchase automatically entitles the owner to maintenance, technical assistance and on/off-site training, as well as free upgrades for the period of 1 year. This MOE (Molecular Operating Environment) is an all-inclusive bioinformatic / chemoinformatics / mining / molecular modeling / computational chemistry suite vital for in silico molecular models required in EPA's modern risk assessment and future research of the Exposure Dose Research Branch. MOE is capable of processing all current exchange formats for chemical structures and has a sophisticated range of tools for the generation, modification, augmentation, and merging of such files. The software is capable of seamlessly linking multiple processes into a single efficient processing scheme drawing on a range of available commercial and public open source applications. These capabil ities are critical for EDRB's research. To our knowledge it is not possible to obtain license from any other source. To change to other software would not be economical or beneficial. The Molecular Operating Environment is a unique software from the Chemical Computing Group and its capabilities will greatly facilitate the generation and quality management of structure-annotated toxicity data files. These capabilities are critical for EDRB?s research that supports several Path Forward Projects in the Chemical Safety for Sustainability (CSS) program. Any interested vendors that believe they can satisfy this requirement may submit their capabilities, qualifications, and product literature fully supporting that their product is capable of meeting all of these specifications to Christie Deskiewicz no later than 11:00 a.m. ET, on July 11, 2014. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
