- This is a Source Sought Notice for market research purposes to determine if capable small businesses possess the ability to obtain manufacturer parts and perform upgrades to a motor for a CSW-7 electronic winch system that was constructed by A.G.O. Environmental Electronics Ltd for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center (AFSC), Resources Assessment and Conservation Engineering (RACE) division, located in Seattle, WA. The contractor shall provide all personnel, equipment, materials, etc to upgrade and replace the CSW-7 winch motor to a vector drive system with a new electric brake and factory installed level-wind. This upgrade will require modifications to the winch frame and emergency controls and new cabling and connections between the motor and motor controller. The winch must be upgraded and delivered to NOAA in Seattle by August 24, 2014. The NAICS code for this procurement is 333923 with a corresponding size standard of 500 employees. This Sources Sought Notice is not a request for competitive proposals. No solicitation exists for this requirement; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. Please submit a capability statement that demonstrates the expertise and required abilities to provide these services no later than July 2, 2014 at 10am Pacific time. Responses shall be faxed to Mona Ash at (206)526-4004 or e-mail to Mona.M.Ash@noaa.gov. Responses to this sources sought notice shall not constitute responses to any solicitation. As stipulated in FAR 5.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Respondents will not individually be notified of the any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a small business set-aside, full and open competition, or sole source procurement.
