- Description
- NASA/KSC has a requirement for 1) CFD++ CR, Qty: 1 Serial and 10 Parallel Licenses, Period of Performance: Date of award through May 31, 2016. 2) CFD++ EDP Add on Module, Qty: 1 Serial and 10 Parallel Licenses, Period of Performance: Date of award through May 31, 2016. NASA/KSC intends to purchase the items from Metacomp Technologies. Metacomp Technologies is the developer of the CFD++ software that is being used by the Space Launch System Program Ground Support Equipment and Facilities to solve compressible and incompressible flows at all Mach numbers, including both single and multi-species treatment, multi-phase, steady, and unsteady flows. These include supersonic, multiphase, multispecies flow of rocket exhaust plumes into flame trenches, analysis of wind loads on launch structures, and aeronautics analysis or rocket plumes. The requested maintenance renewal is specifically designated to be compliant with the existing licensed software products, operating systems, and hardware platforms, and cannot be substituted with another manufacturers product. Metacomp Technologies is the sole provider of this product, and thus any maintenance renewals must be transacted through them. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 8th, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html.
