- SOURCES SOUGHT NOTICE (CONT.) This announcement constitutes a Sources Sought notice for the Department of Veterans Affairs Wilkes-Barre VA Medical Center (WBVAMC) located in Wilkes-Barre, Pennsylvania. The following information is provided to assist WBVAMC in conducting Market Research of Industry to identify potential business, Service Disabled Veterans Owned Small Business or Veterans Owned Small Business, Small Business, Women Owned Business, Large Business contractors to provide the requirement as stated in the Statement of Need below. The applicable NAICS code is 334516 and size standard 500. The Government does not intend to make an award on the basis of this Sources Sought notice or otherwise pay for the information solicited herein. This notice is for the purpose of identifying potential sources and does not commit the government to make an award and/or issue a solicitation. Interested and qualified firms shall submit their capabilities to perform and provide the equipment, warranty, and libraries, including company name, address, telephone number, contact point and DUNS number of your firm. STATEMENT OF NEED WBVAMC Microbiology Laboratory provides medical care services and diagnostic laboratory testing. Identification of organisms isolated from patient cultures (blood cultures, wound cultures, fungal cultures, etc.) are an important part of the work done in this laboratory. The contractor shall provide an automated testing system that identifies microorganisms using Matrix Assisted Laser Desorption Ionization- Time of Flight Mass Spectrometry and has the capability of interfacing with the LIS system (VISTA). The testing system must be able to identify a variety of microorganisms and meet the performance characteristics for accuracy and precision as defined by the 1988 Clinical Laboratory Improvement Act (CLIA) and the Clinical and Laboratory Standards Institute (CLSI). Instrument and testing methods shall be FDA approved. The testing system must include the instrumentation necessary to identify common microorganisms encountered in clinically relevant patient samples. All reagents and related consumables, supplies, controls and calibrators must be available for purchase. Additionally, the system must include at least a one (1) year warranty plus program. Salient Characteristics for Line Item One (1) 1.Instrument must be Maldi-Tof or Matrix Assisted Laser Desorption Ionization - Time of Flight. a.Instrument uses Mass spectrometry to measure the unique molecular fingerprint of an organism and use the characteristic patterns of these proteins to reliably and accurately identify a microorganism down to the species level. b.Instrument must have an extensive open database to determine the identity of the Micro-organism. c. Instrument must be easy to use and require no previous experience with Mass spectrometry. d. The instrument must only require a simple process with very little steps to generate high quality species identifications. e.The instrument must have a dedicated Microbiology software that automates the process of acquiring the mass spectrum and performing the library matching which will provide a report showing the closest matches to the extensive library of microorganisms. f.The instrument should typically not require more than a single colony from the agar plate or a small aliquot from broth to complete the process. g.The instrument must allow for the use of disposable or reusable slides with sample positions that can be randomly accessed by the system for maximum assay flexibility. The instrument must allow for all spots on the slide to be used in order to be cost effective and have no waste. h.The instrument must have the ability to handle urgent samples by allowing for on-the-fly changes or requests. i.The instrument must have barcode reading capability which will match the sample with its corresponding target on the slide to ensure that wrong samples don't get analyzed. j.The instrument must have the capability to identify Gram-negative bacteria, Gram-positive bacteria, yeast, Fungi, and Mycobacteria directly from positive blood culture bottles. k.The instrument must have automatic calibration l.The instrument must be able to be interfaced with the Microbiology Susceptibility instrument which can change as it is a leased instrument. Therefore the instrument must be able to be interfaced with Microscan, BD or BioMerieux. m.The instrument must be fully compatible to the LIS system (vista) n.The instrument must be Benchtop size due to space limitations. o.The instrument must allow the analyzer to view sample data along with different reference strains on the same screen so the analyzer can compare the two. p.The instrument must report at least the top two matches along with respective scores for the matches. The instrument must also have the capability to view up to the top ten matches. q.In addition to the score, the sample match result must also give a consistency category which indicates the degree of consistency. Parameters that are covered are Species Consistent, Genus Consistent or No consistency. r.Must have a perpetual ion source with IR-laser automated self-cleaning. s.Routine maintenance must be minimal (15 minutes or less). t.The instrument must have the capability to accelerate data acquisition speed by minimizing the time and amount of sample needed to generate a signal which will allow up to 96 samples to be fully analyzed in under 30 minutes. u.The instrument must use pulsed ion extraction to enhance peak resolution and separation as opposed to flight tubes. v.The instrument must scan the target position before and after matrix is deposited to ensure that each spot is optimally prepared for testing. w.The Vendor must provide training on the instrument and assist with the validation process that is required prior to testing. x. Power requirements must be for only 110V electrical outlet. y. Vendor must include the operator's manual for the instrumentation. In addition to the Matrix Assisted Laser Desorption Ionization - Time of Flight system above, the following three (3) Line Items may be required: 2.One (1) year warranty plus program. 3.Fungi Library 1.0 - The fungi library is a library of known fungi with the patterns that will display using mass spec. This library is referenced by the instrument when looking for a comparative pattern to the fungi pathogen that you are trying to identify. This program would be fully compatible with the Matrix Assisted Laser Desorption Ionization - Time of Flight system above and LIS system (VISTA). 4.The Mycobacterium Library 1.0 - is a library of known Myobacterium with the patterns that will display using mass spec. This library is referenced by the instrument when looking for a comparative pattern to the fungi pathogen that you are trying to identify. This program would be fully compatible with the Matrix Assisted Laser Desorption Ionization - Time of Flight system above and LIS system (VISTA).
