- Description
- The solicitation number is HHS-NIH-NIDA(SSSA) - PSOL-14-303 and the solicitation is issued as a pre-solicitation notice of intent to award a non-competitive contract to Thermo Electron North America, LLC.., 5225 Verona Road, Madison, WI 53711. This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contacts awarded using FAR Part 13- Simplified Acquisition Procedures are exempt from the requirement of FAR Part 6-Competitive Requirements. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74, dated May 30, 2014. There are no set-aside restrictions for this requirement. The associated NAICS 811219 and the small business size standard $7.0 million. This acquisition is being conducted in accordance with the procedures of FAR Part 13-Simplified Acquisition Procedures. The LTQ-Orbitrap Elite mass spectrometer in the Clinical Proteomics Unit lab is the critical components in the carrying out the Core's mission. With its high resolution and high mass accuracy, the LTQ-Orbitrap Elite is a major workhorse for high-throughput protein identification, post-translational modification characterization and quantitative proteomics using SILAC and iTRAQ. This mass spectrometer is utilized by DIR clinical investigators and trainees in pursuit of proteomics research projects. The Orbitrap Velos Elite is a highly sensitive and complex mass spectrometer and requires expert maintenance and repair. Thermo Electron, the manufacturer is capable to providing the service agreement for the LC/MS and also provided service for that equipment last year. The purpose of the requirement is for the renewal of the maintenance agreement of the LTQ-Orbitrap Elite mass spectrometer. The contractor shall provide labor and parts needed to maintain Orbitaap Elite Mass Spectrometer Model OTELITE-10000 and OT ETD upgrade. Service will be performed during regular business hours 8:00am to 5:00pm. Spectrometer Model OTELITE-10000 and OT ETD upgrade. The contractor shall provide: • Unlimited number of demand on-site service visits with a maximum 72-hour • Engineer labor and travel • Priority status for technical support inquiries • One (1) Scheduled Preventative Maintenance visit • Thermo Scientific supplied personal computers are covered • Factory-certified replacement parts included • Software updates and notifications • Subscription to e-Support Online Technical resources • 10% discount on Institute based or on-site Training purchased during the contract Thermo Electron is the only one who has trained and certified technicians to maintain their patented and proprietary software. They are the only one who can provide updates to their scientific equipment and software. They are the only ones who manufacturer and certify replacement parts for their equipment. All manufacturer training is provided for Thermo Electron Engineers only and no third parties are allowed. The period of performance is for One (1) Base Year from July 1, 2014 through June 30, 2015 and Two (2) 12 month options to extend the term of the contract for the periods July 1, 2015 through June 30, 2016 and July 1, 2016 through June 30, 2017. The Defense Priorities and Allocation System (DPAS) is not applicable to this requirement. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, for the base contract year and the two (2) option periods, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by June 26, 2014 12:00 EST and must reference number HHS-NIH-NIDA(SSSA)-PSOL-14-303.
