Description
The Naval Sea Systems Command (NAVSEA) intends to issue a Full and Open competitive solicitation for the production of the Acoustic Device Countermeasure (ADC) MK 2 MOD 4/MOD 5 devices. The ADC MK 2 MOD 4/MOD 5 devices are 3-inches in diameter, expendable countermeasure devices developed to provide SSN, SSBN, and SSGN submarines with the capability to counter torpedo threats. There are two variants. The ADC MK 2 MOD 4 is used on surface vessels and launched by hand. The ADC MK 2 MOD 5 is used on submarines and launched from the Internal Countermeasure Launcher (ICL), also known as the Signal Ejector. The Government contemplates award of a Firm-Fixed-Price (FFP) contract, with Cost-Plus-Fixed-Fee (CPFF) components for engineering services and Cost-Reimbursement (Cost Only) Contract Line Items Numbers (CLIN's). The requirements will consist of a base year and up to four (4) one-year options to manufacture, assemble, inspect, test, package and deliver the ADC MK 2 MOD 4/MOD 5 production devices. Approximately a total of 3,011 MK 2 MOD 4 and 1,985 MK 2 MOD 5 devices will be procured. RFP N00024-14-R-6234 is expected to be released electronically before the end of FY 14. Once the RFP is released, vendors wishing an electronic copy may download it directly to their workstation on or after the issue date by accessing the following address via the internet site or URL: http://www.fbo.gov. The Prime Item Performance Specifications (PIPS) and other related files will be mailed only to those companies with a validated security clearance. Due to the security restrictions, this competition will be limited to domestic sources based on the Security Classification Guide OPNAVINST S5513.5B, Page 5, Paragraph 1, Foreign Disclosure Guidance. OPNAVINST S5513.5B states that information related to this program will be reviewed for release to foreign nations on a case-by-case basis by NAVSEA and Navy International Programs Office (NAVYIPO) in conjunction with the Program Office. To attain this clearance, prospective offeror's must submit a written request to the PCO representative, Sharon B. Allen at Sharon.Allen@navy.mil. The written request must include the company name, cage code, and complete destination address and security point of contact. Once a prospective offeror's "need-to-know" and security clearance" is verified and approved, the company will be authorized to receive the PIPS and other related files. DFARS 252.204-7004 ALT A, required Central Contractor Registration applies. Lack of current registration in the CCR database will make an offeror ineligible for award. Information may be obtained via the internet at www.ccr.gov or via telephone at 888-227-2423. After the RFP is released, the Government will consider all comments received on the RFP. The Government does not commit to providing a response to any comment or question. All such questions should be received in writing within ten (10) days after release of the RFP to allow the Navy adequate time to prepare and issue responses to all Offeror's prior to the date and time set for receipt of proposals. The subsequent revision of any specification or RFP based on comments received remains solely at the Government's discretion. This is not an RFP. This notice shall be construed as a promise to issue an RFP, to contract or commitment of any kind. This information is subject to modification and in no way binds the Government to award a contract.
