- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is HSTS07-14-R-00029 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-74. The associated North American Industrial Classification System (NAICS) code for this procurement is 337214 with a small business size standard of 500.00 employees.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2014-06-26 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Egg Harbor Township, NJ 08234 The DHS Transportation Security Administration (TSA) requires the following items, Exact Match Only, to the following: LI 001: CLASS 5W ?WEAPONS CONTAINERS (Fed. Spec. AA-F-358) Class 5-W cabinets are GSA-approved for use in storing weapons. Protection for 10 man-minutes against forced entry These containers are not intended to store classified materials These containers are designed for the secure storage of handguns, pistols of most calibers and ammunition. All containers come standard with the S&G 2937 lock. Outside Dimensions ? 30-5/8? H x 20-7/8? W x 33-1/2? D., 13, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DHS Transportation Security Administration (TSA) intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS Transportation Security Administration (TSA) is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. Bid MUST be good for 30 calendar days after close of Buy Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. No partial shipments are permitted unless specifically authorized at the time of award The quotes will be evaluated to ensure that the quote includes all items and exact quantities specified in the line items on the RFQ. The offerors shall provide product information at time of proposal submission for Technical Evaluation. Technical Evaluation will be conducted to ensure the proposed product meets the minimum requirements as listed in the salient characteristics. Proposed products that meet/exceed the minimum stated requirements will be given a Technically Acceptable rating and will eligible for award. Failure to provide product information and/or meet the minimum stated requirements shall render the proposal Not Technically Acceptable and shall be removed from competition The Government will evaluate price by adding the total price for all line items. The Government may determine that an offeror is unacceptable if the prices are significantly unbalanced. Failure to provide a complete quotation on all listed items shall render the quotation non-responsive and shall be excluded from competition. The Government reserves the right to award one (or none) delivery order resulting from the RFQ to the responsible vendor offering the most advantageous pricing Evaluation factors and significant shall be listed and their relative order of importance cited in adjectival terms. Numerical rating shall not be used in evaluation of First Source proposals. Listed the specific areas of your technical/management requirements to be evaluated. These areas should correspond with, and relate to, specific requirements. The Government will award a First Source Delivery Order resulting from this Request for Quotation (RFQ) to the responsible offeror whose offer conforming to the RFQ will be most advantageous to the Government. All proposals will be evaluated on a Best Value, Low Price Technically Acceptable (LPTA) basis. The following factors shall be used to evaluate offers: ? -Technical Approach ? -Price Proposals found to be Not Technically Acceptable for any evaluation factor will not be eligible for contract award. To receive consideration for award, a rating of no less than ?Technically Acceptable? must be achieved for the Technical Approach Factor and proposed pricing must be determined fair and reasonable Offeror must be registered in SAM database before an award can be made to them. If the offeror is not registered in SAM, it may do so through the SAM website at http://www.sam.gov
