- This is NOT a presolictation notice pursuant to FAR Part 5, but is a Market Survey to identify sources that possess the expertise, capabilities, and experience necessary to provide services in the form of engineering and technical support to meet the following mission requirements: 1) Conduct research, analysis, and studies of current, experimental, and emerging C2ISP capabilities; 2) Conduct comprehensive planning, execution, and post event analysis for all phases of live, virtual, and/or constructive events that are assessing current, experimental, and emerging warfighting capabilities to produce findings, conclusions and recommendations; and 3) Conduct C2ISP improvement activities in support of the JDAT mission. A DRAFT Statement of Work is included with this notice. It should be noted this document is strictly for acquisition planning purposes and should not be considered a final document for future procurement actions. Interested sources who believe they can meet these requirements should provide a statement of capabilities that provides the following information related to their demonstrated experience and capabilities: (a) Contract information and/or program information describing your experience in the past three years relative to the objectives and tasks identified below. (b) Demonstrated capability in each of the following areas: Those listed in the Statement of Work to include, but not limited to: Joint Command and Control Information Systems and Procedures (C2ISP) Improvements - The contractor shall support Joint C2ISP improvement activities in support of the Joint Staff J6 priorities as described by the Integrated Priorities Action Plan and the JDAT mission. Improvement refers to developing, submitting, and following recommended solutions. The goal is to ensure solutions are acknowledged by stakeholders and where warranted, endorsed, funded, fielded, and adequately employed. Additionally, the contractor shall conduct research, analysis and studies of Joint C2ISP current, experimental, and emerging capabilities. Furthermore, the contractor shall conduct comprehensive planning, execution, and post event analysis for all phases of live, virtual, and/or constructive events that are analyzing current, experimental, and emerging Joint C2ISP capabilities to produce findings, conclusions and recommendations. The contractor shall provide Information Technology (IT) assistance in the areas of Cyber Security/Information Assurance, Virtual Desktop Infrastructure (VDI), Systems, Networks, Programming, Instrumentation, and Communications. The contractor IT personnel will hold the appropriate OSD-mandated certification credentials IAW DODINST 8570.01-M (change 3 dtd 24 January 2012). The contractor shall support classified and unclassified systems infrastructure as required for on-site and deployed networks, instrumentation and communications. The contractor shall support deployment of instrumentation, data collection systems/tools, communication systems, and networks required to conduct planned activities. All interested organizations are encouraged to submit capabilities packages addressing the specific criteria identified in paragraph (b) above. The packages will be reviewed according to these criteria. Organizations which provide information which does not demonstrate their capabilities specifically associated with the criteria identified in paragraph (b) may be evaluated as not being capable of performing the required services. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. The resulting evaluation of all organizations providing capabilities packages will be considered in determining the acquisition strategy, specifically in determining for which (if any) small-business concerns this acquisition will be set-aside in accordance with FAR 19.5. The anticipated period of performance is one year base with three option years. The proposed North American Industry Classification System (NAICS) code for this acquisition is 541330, with the dollar value of $14M. In the response, interested sources should identify company name, point of contact, e-mail address, telephone, Federal CAGE Code, Data Universal Numbering System (DUNS) number, facsimile numbers, and type and business size indicating whether you are a small or large business for the purposes of the assigned NAICS. Note: In accordance with FAR 52.219-14, Limitations on Subcontracting, a small business firm must be able to perform at least 50% of the total requirement by employees within its own company. An ombudsman will be appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. An Ombudsman has been appointed to address the concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified below. This notice does not constitute an Invitation for Bid or Request for Proposal and is not to be constructed as a commitment by the Government. The Government will not reimburse contractors for any cost incurred for their participation in this survey. Large and small businesses are encouraged to participate in this survey. Responses to this survey are due 1500 CT, 21 July 2014. Offerors response to this Sources Sought shall be limited to 10 page and shall include, but not be limited to, the following information: Offeror's name, address, point of contact, phone number, email address, and any pertinent company information. All interested parties must be registered in CCR to be eligible for an award of Government contracts.
