- Sources Sought Justification: Satellite Tags The National Oceanic and Atmospheric Administration’s (NOAA), National Marine Fisheries Service (NMFS) intends to purchase a quantity of eight (8) marine mammal satellite tags from Wildlife Computers located in Redmond, WA 98052. Wildlife Computers has been identified as the only known source that can provide the needed items as specified below that will also meet the Government’s intended use. The requested item (see information below) is manufactured solely by Wildlife Computers and the only known qualified source of this item due to the proprietary nature of this product. Any attempt to reproduce this item from a source other than Wildlife Computers would require that the Government re-qualify the part at considerable cost to the Government whose cost savings could not be recovered using open competition The requirements for the items are as follows: Ø SPLASH10-F-323A, Wildlife Computers Item # AM-A323A-AF-00 o Quantity of 8 each. o Communication Cable, USB o Shipping and Insurance All items shall be delivered to the U.S. Department of Commerce/NOAA, National Marine Fisheries Service (NMFS), SE Fisheries Science Center, 75 Virginia Beach Dr, Miami, FL 33149 The Government is not aware of any other vendors that can provide these specialized pieces of equipment while also meeting all of the requirements listed above. Based upon a review of both the government’s requirements and market research conducted the Sources Sought Notice for this solicitation, NOAA intends on soliciting and negotiating a sole source purchase order with only one source under the authority cited: The Federal Acquisition Streamlining Act of 1994 (Title VIII, PL 103-355) as implemented at Federal Acquisition Regulation (FAR) Subpart 12.102 and FAR Subpart 13.106-1 (b). Wildlife Computers has designed and built the above tags. They have proprietary drawings, engineering data and parts necessary to build these essential components necessary for obtaining the research data required by the project objectives. All responsible sources that believe they have products that meet these requirements may submit a proposal, which if considered by the agency is received no later than June 27, 204 by 2:00 p.m. CST. However, this is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit quotes based on the receipt of affirmative responses to this notice or issue a purchase order to Wildlife Computers, whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide the needed marine mammal satellite tags. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the marine mammal satellite tags that provides the same form, fit and function as the marine mammal satellite tags specified above. Any responses that provide for a marine mammal satellite tags other than that specified must be accompanied by descriptive literature and show it meets the same form, fit and function. Please include the name, telephone number, and point of contact for businesses or other Government agencies to which your company has previously provided the proposed marine mammal satellite tags. Offerors may send their proposal via email only to james.d.moore@noaa.gov. The NAICS code for this requirement is 334511. All responsible sources may submit requested information which will be considered by the Agency. All contractors doing business with this Contracting Office (Eastern Region Acquisition - Kansas City Division) must be registered with the System for Award Management (SAM) website. Vendors can register with SAM at the following website https://www.sam.gov/ All documentation shall become property of the Government.
