- Draft Solicitation and Performance Work Statement Notice Type: Request for Information (RFI) Solicitation/Notice Number: AG-024B-S-14-0009 Incident Resource Ordering Technical Assessment This Request for Information (RFI) is for market research and planning purposes only and shall not be considered to be an obligation by the Government to acquire any products or services. Responses to this RFI will be accepted via fax or email only to the addresses listed below (Primary Point of Contact). Proposed Acquisition Type: The Government is contemplating a 100% small business set-aside order using Federal Acquisition Regulations (FAR) Subpart 8.4 - Federal Supply Schedule ordering procedures with Firm-Fixed pricing for this acquisition. Classification Code: D399 IT and Telecom - Other IT and Telecommunications NAICS Code: 541 - Professional, Scientific, and Technical Services / 541512 - Information management computer systems integration design services The Government anticipates issuing a solicitation for this requirement not later than July 30, 2014. 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this RFI/solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: Market Research and planning to support solicitation preparation for the Incident Resource Ordering Technical Assessment project. Development Ave. MS-1100 Boise, ID 83705 BACKGROUND: The US Forest Service (USFS), Fire and Aviation Management, located in Boise, Idaho, has a potential requirement for services for the Incident Resource Ordering Technical Assessment project. The current resource ordering application, Resource Ordering and Status System (ROSS) supports the multi-agency National Interagency Fire Center and various dispatch centers and field office locations with more than 10,000 user accounts. Key Agencies that benefit from ROSS include: USFS, Department of Interior (DOI) National Park Service (NPS), Bureau of Land Management (BLM), Fish and Wildlife Service (FWS), and Bureau of Indian Affairs (BIA), Department of Homeland Security (DHS) Federal Emergency Management Administration (FEMA), State Forestry Agencies from all 50 States and many Municipal Agencies. PERFORMANCE WORK STATEMENT: The draft Solicitation and Performance Work Statement (PWS) associated with the Technical Assessment project is attached to this Request for Information notice. This document is provided to give a detailed overview of the requirements and scope contemplated by this project and to solicit questions and comments from prospective offerors. The list of system documentation referenced in the PWS will be made available with the solicitation only and is not being distributed for comment on this RFI. Place of Performance: Virtual with Forest Service management offices in Boise, Idaho; Lakewood, Colorado; and other locations as determined by the Government. REQUIREMENTS FOR RESPONSES: Interested offerors are asked to provide a brief response to this RFI of not more than ten (10) pages, excluding cover page, with the information detailed below. This request will constitute the only opportunity to comment on the planning phases of this project prior to issuance of the formal solicitation. Responses received are considered procurement sensitive information. Responses will not be returned and the Government reserves the right to use the responses to this RFI to amend the solicitation, PWS and acquisition strategy for this project. 1. Company name, company mailing address, point of contact information (One person's name, telephone number and e-mail address). 2. Company's applicable socioeconomic status and available contract ordering vehicles (include contract numbers), if available. 3. Indicate if you are considering competing in the requirement as a: Prime contractor, a Subcontractor, or Either. If you are contemplating team or partnering with another company to submit an offer provide the name of that company, if known. 4. Capabilities Statement that clearly aligns the capabilities of the company to the requirements contained in the draft solicitation. Include a brief list of experience on similar service projects (comparable in type of services, size of program, and complexity); including client/project owner, prime contractor name (if applicable), size of contract, brief description, period of performance. 5. A list of labor categories with fully burdened labor rates that would be representative of the skill mix required to support the requirements contemplated in the draft solicitation. 6. A list of questions or comments regarding the draft solicitation. As much as possible, please refer to a section number or page number with your questions/comments. 7. Provide feedback on the Program Performance Standards, including Acceptable Quality Level (AQL) and Monitoring Method as detailed in the draft solicitation. 8. Provide feedback on the perceived conflict of interest between this Technical Assessment project and the future anticipated development contract, See contract clause contained in the draft solicitation: FAR 9.507-1, Conflict of Interest. 9. Any additional information which the company deems important and relevant to this RFI.
