A -SOURCES SOUGHT NOTICE - Handheld 3D Imager Notice Type: Sources Sought Solicitation Number: N0017414SS008 Posted Date: June 20, 2014 Response Date: July 21, 2014 NAICS: 334513 Instruments and Related Products Manufacturing for Measuring, Displaying and Controlling Industrial Process Variables Classification Code: Group 66 - Instruments and Laboratory Equipment Contracting Office Address N00174 - 2008 Stump Neck Rd, Indian Head, MD 20640-3681 This is a Request for Information (RFI)/Sources Sought Notice for informational purposes only. This is not a Request for Proposals (RFP). No solicitation or award will be made from this RFI. Responses will not be considered as proposal, nor will any award be made as a result to this RFI. In accordance with Federal Acquisition Regulation (FAR) Part 10 requires the Government to conduct market research before developing new requirements documents for an acquisition. Results of market research will be used to facilitate decision making and will not be used outside the agency. Description Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) is researching technical information on handheld 3D imager. The 3D imager should be compact, easy to use, and allows users to quickly and effortlessly capture 3D models of small intricately detailed objects in the field, and on the move without touching or altering the object/scene. This RFI is for informational purpose only. The data collected from this RFI will be used to support a Government market survey. The NSWC IHEODTD South Campus is conducting market research for the performance and availability of 3D imagers for outdoor use. Specific features of interest are: a) Capable of capturing full frame point clouds at a rate no slower than 5 frames per second b) Capable of recording at least 250,000 points per second c) Capable of providing 3D points with an accuracy no worse than ±0.1 mm in any direction d) Have a field-of-view no less than 30 degrees vertical by 30 degrees horizontal e) Capable of operating in complete darkness as well as direct sunlight f) Capable of scanning and capturing intricate details of large and small metallic or non-metallic parts. g) Provide software which aligns individual point clouds to create large accumulated models with minimal human input h) Provide software which allows for point cloud measurements and meshing. i) Must not require positioning targets in the scene or on the objects being scanned (i.e. no scene preparation of any kind). j) If lasers are used, they must be eye safe without the need for goggles/safety glasses k) The system should be hand-held and not require a desktop or large laptop during data acquisition l) The system must be capable of operating in temperatures as high as 120 degrees F. Requested Information The respondent is requested to provide information on the following: (a) Technical description of device characteristics of sufficient detail such that the Government can determine operational suitability and applicability. Response Format Interested parties are invited to indicate their interest by providing: (a) company name, company address, overnight delivery address (if different from mailing address), cage code, point of contact, e-mail address, telephone number, fax number; and (b) business size and unique qualifiers (e.g., large, foreign, small disadvantaged, veteran owned, woman owned, etc.) Interested parties are requested to respond to this RFI in Microsoft Word for Office 2007 compatible format. All interested sources are encouraged to submit no more than a quad-chart and/or single page white paper for consideration by the Government. RFI responses are limited to 15 pages, including cover and administrative pages. Response documents shall be written using a 10 point font size or larger. The Government acknowledges its obligations under 18 U.S.C. 1905 to protect information qualifying as confidential under this statute. Pursuant to this statute, the Government is willing to accept any proprietary (e.g., trade secret) restrictions placed on qualifying data forwarded in response and to protect it from unauthorized is closure subject to the following: 1. Clearly and conspicuously mark qualifying data with the restrictive legend (all caps) proprietary with any explanatory text, so that the Government is clearly notified of what data needs to be appropriately protected. 2. In marking such data, please take care to mark only those portions of the data or materials that are truly proprietary (over breadth in marking inappropriate data as proprietary may diminish or eliminate the usefulness of your response - see item 3 below). Use circling, underscoring, highlighting or any other appropriate means to indicate those portions of a single page which are to be protected. 3. The Government is not obligated to protect unmarked data. Additionally, marked data that is already in the public domain or in the possession of the Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the Government will not be protected once in the public domain. Data already in the possession of the Government will be protected in accordance with the Government's rights in the data. 4. Proprietary data transmitted electronically, whether by physical media or not, whether by the respondent or by the government, shall contain the proprietary legend, with any explanatory text, on both the cover of the transmittal e-mail and at the beginning of the file itself. Where appropriate for only portions of an electronic file, use the restrictive legends proprietary portion begins: and proprietary portion ends. Response Deadline and Submissions Responses are requested no later than 21 Jul 2014 at 1200 EST. Responses shall be submitted via e-mail to Robyn Moore robyn.moore@navy.mil Questions may be submitted until 10 Jul 2014. All questions will be consolidated and published in an amendment to this RFI Request. Questions should be submitted in writing to Robyn Moore at robyn.moore@navy.mil. TELEPHONE CALLS WILL NOT BE HONORED. Again, this information is being requested for market research only and does not commit the Government to any contractual agreement. This is not a RFP. The Government will not award a contract based upon responses to this announcement. The Government shall not reimburse or pay any costs for preparing or submitting information in response to this notice.
