Draft RFP 1. Introduction: This Sources Sought/Request for Information (RFI) notice is for planning purposes only and is issued in accordance with FAR Provision 52.215-3 provided at: http://www.acquisition.gov/far/current/html/52_215.html#wp1144503. Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. The North American Industry Classification Code System (NAICS) code for this procurement is 483111. Deep Sea Freight Transportation, which has a corresponding size standard of 500 employees. This is a SOURCES SOUGHT NOTICE/REQUEST FOR INFORMATION ; not a pre-solicitation notice or solicitation for proposals. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exists, (2) determine if commercial services suitable to meet the agency's needs are available, and (3) determine the commercial practices of company's engaged in providing the needed service. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. 2. Description The Eastern Region Acquisition Division (ERAD) of the National Oceanic and Atmospheric (NOAA) 200 Granby Street, Suite 800, Norfolk, VA 23510, is seeking information from potential sources for the National Weather Service (NWS), National Data Buoy Center (NDBC), to identify sources capable of providing Marine Services to support Scheduled/Unscheduled Maintenance for the NDBC's Ocean Observation System of Systems (NOOSS) in accordance with the documents contained within this notice. No solicitation document exists at this time; however, a draft solicitation including a draft Statement of Work, is attached to assist in the development of information in response to this RFI. Interested parties are expected to review this notice and all of the attachments to become familiar with the requirement. The documents attached to this notice are subject to revision. If a solicitation is issued, all revised documents will be included in the solicitation package. NOAA contemplates issuing multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract with firm fixed-price provisions. Task Orders are expected to be issued on a competitive basis depending on specific cruise or mission requirements. Period of performance is expected to be a one (1) year base ordering period, with four (4) one year optional ordering periods. It is anticipated that a Request for Proposals (RFP) may be made available for download on or about November 24, 2014 at http://www.fedbizopps.gov. Note, paper copies of this solicitation will not be issued. Interested parties should use the Federal Business Opportunities (FedBizOpps) ["Add to Watchlist"] and ["Add me to Interested Vendors"] features which provide a notification when the RFP becomes available for download. These features also inform interested parties of all postings of information associated with this solicitation thereafter. Each potential Offeror is responsible for checking the FedBizOpps website to gain all current information related to the solicitation. Hard copies of the RFP will not be issued. The Solicitation and any further announcements regarding the solicitation will be posted only at http://www.fedbizopps.gov. 3. Background Information : The NDBC, a part of the NOAA's NWS, operates and quality controls data from more than 100 moored buoys, 50 Coastal-Marine Automated Network (C-MAN) stations, 55 Tropical Atmosphere Ocean (TAO), and 39 Deep-Ocean Reporting and Assessment of Tsunamis (DART®) stations. NDBC monitors and distributes environmental data from more than 570 partner stations such as, Integrated Ocean Observing System (IOOS) (approximately 300 stations), National Ocean Service (NOS) (approximately 200 stations), and Minerals Management Service (MMS) stations (approximately 70 stations) in addition to the NDBC operated moored buoy and C-MAN stations. These stations acquire environmental data used primarily for preparing weather warnings, analyses, and forecasts. Buoys are also used to provide ground-truth measurements for space-based observation platforms and to establish long-term environmental records for engineering applications, climate research, and air-sea interaction studies. NDBC has developed the capability to make a variety of measurements, including Atmospheric pressure; wind direction, speed, and gust; air and water temperature; wave energy spectra (non-directional and directional); water-column height (Tsunami Detection); relative humidity; ocean current velocity; precipitation; salinity; solar radiation; visibility; water level and water quality. The NDBC, IOOS, NOS, and MMS network is comprised of sites offshore and along most of the U.S. coastline, including Alaska, Hawaii, and the Great Lakes. The importance of accurate data from these stations cannot be over emphasized. The maritime community has come to rely on the data for the safe conduct of operations, and the network often provides the only real-time measurements available from remote, data sparse areas. NDBC manages the development, deployment, operations, and maintenance of stations and platforms that comprise the NOOSS. Most NOOSS components are deployed in harsh marine environments and require scheduled service visits for repairs to its components. In some instances, rapid discrepancy visits are required to effect repairs for outages deemed critical to the safety of the general public or the marine industry. A link to video clips of the buoy operations and service deployments will be provided by an Amendment at a later date. 4. Capability Statement Objectives and Requirements: This notice is issued for the purpose of exchanging information to improve the understanding of industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain these buoys, at reasonable cost and price, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. Companies having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this market survey/sources sought notice including commercial market information and company information. NOAA is seeking the following information: a. Name of Company, Address and DUNS Number and CAGE Code; b. Point of Contact and Phone Number; c. A statement regarding current size and socio economic status of your company under the North American Classification System Code (NAICS), 483111, Deep Sea Freight Transportation, which has a corresponding size standard of 500 employees; d. Vessel Characteristics - In order to assess your interest and ability to perform the requirements, provide the requested information for each Class of Vessel, listed below, for which your company has the ability to perform the requirement as specified in the SOW. Provide information on vessels owned or leased that would be available to perform any of the requirements, including salient vessel characteristics to demonstrate the vessel meets minimum requirements, and port locations. Also provide information regarding your organization's experience in providing similar vessel services as those described in the SOW. 1. GLOBAL CLASS VESSEL (See CLIN 1001 in draft solicitation). 2. GLOBAL SCIENCE CLASS VESSEL (See CLIN 1002). 3. REGIONAL CLASS VESSEL (See CLIN 1003). d. Corporate affiliations, potential joint venture partners, teaming partners, and/or major subcontractor information must be provided with your information; e. A positive statement of your intent to submit an offer in the capacity of a prime contractor, if a solicitation is issued as a result of this Sources Sought Notice.
