- THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The United States Environmental Protection Agency (EPA) is performing a "market search" for businesses in preparation for a future procurement. Information submitted in response to this notice is merely used for internal market research purposes and no feedback will be offered to the interested parties that submit capability statements. The United States Environmental Protection Agency (EPA) is performing market research to provide Mission Support for the Office of Water, (OW), Office of Groundwater and Drinking Water (OGWDW), Water Security Division (WSD). With the Nation under continuing threat from those who seek to harm it, EPA has the important responsibility of protecting the environment from terrorist acts. In addition, the WSD has responsibilities of an "all hazards" approach to protecting the Nation's water supply in the event of natural disasters; such as floods, hurricanes, climate changes, chemical security issues, and pandemic illnesses. Guidance concerning responsibilities and programmatic requirements of WSD is available via the web at www.epa.gov/watersecurity. The proposed DRAFT performance work statement is provided as an attachment. The contractor shall provide technical, regulatory, analytical, research and developmental, logistical, and informational technology support to the EPA in its efforts supporting the all-hazards approach to water security responsibilities. The successful contractor shall provide all necessary labor, materials, and services in support of the efforts. EPA anticipates the contract will be a cost-plus-fixed-fee, level-of-effort, work assignment type contract for a period of 12 months including four 12 month option periods. The base period will include 80,000 hours and increased quantity options will be at 70,000 hours per period. The applicable NAICS code is 541620 with a size standard of $14 million. A separate synopsis will be issued for the Request for Proposal (RFP) resulting from this sources sought synopsis. If and when an RFP is issued, the successful contractor is responsible for having in place the appropriate facility clearance indicated on the Department of Defense, Contract Security Classification Specification (DD 254) form. The clearance is required at time of proposal submission. FOR INFORMATIONAL PLANNING PURPOSES ONLY the previous RFP required Top Secret clearance for the facility and Top Secret clearance for the level of safeguarding. The DD 254 clearance information provided is draft only, the final version will be issued with the RFP. Significant potential exists for an organizational conflict of interest (COI) under any resulting procurement. Therefore for informational purposes areas of concerns are identified in the Attachment "Draft COI". Any interested firm should submit information which demonstrates the firm's ability to perform the key requirements described above. Standard company brochures alone will not be considered a sufficient response to this Sources Sought Synopsis. The information should include: size status for the above referenced NAICS code, (i.e. large, small) and whether or not they are a certified Hubzone, 8(a), women-owned, small disadvantaged and/or service disabled veteran owned small business concern, point of contact, telephone number, email and interest in proposing on the solicitation when issued. The EPA reserves the right to set this action aside for small businesses if it determines that there are two or more small businesses able to compete in terms of market prices, quality, and delivery. If set aside, a small business would be required to perform at least 50 percent of the direct labor costs incurred under the contract with its own personnel (FAR 52.219-14). Capability statements from small businesses should address their ability to meet this requirement. Specific areas to be addressed in the capability statements include Section 2.1 Protection/Security Practices, Section 2.3 Support Preparedness Planning, Threat Identification, and Emergency Response Efforts, Section 2.5 System Vulnerability Information Development and Maintenance, Section 2.6 Water Sector System Security, Cyber Security, and Surveillance Enhancement and Section 2.7 National Planning/Preparedness Initiatives Related to Laboratory Capability and Capacity. Responses are due July 14, 2014. Capabilities Statements in response to this Sources Sought Synopsis MUST BE SUBMITTED THROUGH THE FEDCONNECT PORTAL. Any questions regarding the content of this sources sought synopsis announcement must be submitted through the FedConnect portal. You must register with FedConnect to submit documents, questions, and to view responses. Notices of any modifications to this FBO procurement announcement, including Requests for Proposals and amendments, will be posted using the FedConnect web portal.
