Description
Integrated Enterprise Wide Learning Management System (LMS) in Support of the Bureau of Medicine and Surgery (BUMED) The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 6.302-1 to Swank Motion Pictures Inc. (SWANK), 10795 Watson Rd., Saint Louis, MO, 63127-1012 to provide enterprise wide LMS services to strategically align and integrate supporting jointness with the Army and Air Force in support of BUMED. The contractor shall provide the non-personal services 24/7/365 Distributed Learning web-based platform to provide a standardized curriculum for annual regulatory and mandatory training and on-line Continuing Education (CE) to include required Continuing Medical Education (CME) and Continuing Nursing Education (CNE) Programs to 63,000 Active Component (AC), Reserve Component (RC), Government Service (GS) and contract personnel at 20 Navy Medical Commands, 19 Navy Medical Clinics/Hospitals, 9 Ambulatory Care Clinics, Hospital Ships, Dental Battalions and Geographically Separated Units (GSUs) worldwide. The contractor shall provide all services and labor required to accomplish the performance of Distributed Learning (DL) and On-line CE as specified, in strict accordance with all terms, conditions, general and special provisions, specifications, attachments, etc., contained herein or incorporated by reference. SWANK has been identified as the only responsible source that can successfully complete the LMS. The LMS will be performed globally throughout Navy. SWANK's system shall also provide readiness supporting: granular reporting of training compliance, ensuring readiness for Navy Medicine in terms of adherence to both BSO-18 and Operational regulatory mandates. SWANK's embedded course content coupled with the use of Learning Pathways shall provide the means to align training requirements to specific jobs/billets/duties, potentially improving on patient care through efficiencies in assignment, delivery and content consistency. The training data is seamlessly documented into the Navy FLTMPS system by SWANK providing a true representation of training readiness. In addition, SWANK's LMS has a proven track record with Army, Air Force, Navy Medicine Reserve and Veteran Health Affairs, facilitating Navy Medicine's ability to be interoperable with her sister services supporting jointness. The base period of performance will be for 12 months and has an estimated value of $1,111,950.00 and there will be four, 12 month option periods (Option Period 01: $1,142,190.00; Option Period 02: $1,173,060.00; Option Period 03: $1,202,040.00; and Option Period 04: $1,228,500.00. The total estimated value of the contract including all options is $5,857,740.00. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All capability statements received by 12:00 PM Eastern Time, 07 July 2014 will be considered by the Government. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to Erik Przygocki at erik.przygocki@med.navy.mil and shall reference "N62645-14-R-0059 LMS" in the subject line.
