- Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (i) This solicitation NB687020-14-0336, is issued as a request for quotation (RFQ). (ii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73. (iii) This solicitation is a 100% small business set-aside. NAICS Code is 334515, Small business size standard is 500 employees. (iv) This combined synopsis/solicitation is for the following commercial item(s): 0001: 4kVA Programmable Controlled AC Power Load. QTY 1 each. (v) Description of requirements for the item to be acquired: NIST requires instruments to emulate a low power (4kVA nominal) electric power grid connection. This electric power grid emulator and load will be used to power selected Smart Grid devices (meters, inverters, etc.) for the purpose of testing electromagnetic compatibility of the device and associated communications modules. The ability to energize and test these Smart Grid devices requires a programmable AC power grid simulator (AC source) and a programmable variable AC load. The AC source must have the ability to generate typical power grid disturbances (harmonics, transients, voltage/frequency variations) using an arbitrary waveform generator and provide measurement/metering capability to monitor the characteristics of the test AC waveform. The instrument control shall be executed through the standard (IEEE 488) instrument programming interface or USB computer interface. The AC source and AC load must be compatible (e.g. similar power rating). This AC load must be capable of dissipating at least 4 kilowatts of power to be compatible with the source. A manufacturer's warranty period of a minimum of 2 years is required. The vendor must provide a 4kVA Programmable Controlled AC Power Load with the minimum technical specifications per the attached Statement of Work. (vi) FOB Destination for delivery to NIST, 325 Broadway, Boulder, CO 80305. The requested delivery is 120 days ARO. Delivery point of contact will be provided upon award. (vii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (viii) FAR 52.212-2, Evaluation -- Commercial Item, applies to this acquisition. The Government will award a fixed price contract based on the following factors: Technical capability (capability of the service offered to meet the agency need), price and delivery date. Technical capability will be evaluated by how well the proposed product meets the Government requirement as stated in Paragraph (v). Technical Capability is equal to price. A FIRM FIXED PRICE PURCHASE ORDER WILL BE ISSUED TO THE RESPONSIBLE AUTHORIZED OFFER WHOE TECHNICALLY ACCEPTABLE QUATION IS DEEMED TO REPRESENT THE LOWEST PRICE. (ix) The offeror must have completed the Online Representations and Certifications Application (SAM) which is the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. Reps and certs must be uploaded to the System for Award Management at www.sam.gov. (x) FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xi) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items applies to this acquisition.
