Description
Navy Enterprise Business Environment (NEBE) in Support of the Naval Medical Logistics Command (NMLC) The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 6.302-1, a bridge contract with Universal Consultant Services, Inc. (UCS), 3975 Fair Ridge Dr., STE S400, Fairfax, VA 22033-2911 to provide NEBE services. The current contract, N62645-09-F-0159, with UCS, expires on 15 August 2014. UCS has developed and maintained various web applications to support programs that are critical to fulfillment of Navy medicine's mission. UCS has developed the Vaccine Information and Logistics System (VIALS) application. Through a web-based application, VIALS manages seasonal influenza vaccine distribution and status information for the Naval Hospitals, the Fleet, and Navy and Marine Corps Reserve units. The VIALS application provides an efficient means for customers to initiate and manage their vaccine requests by providing dynamic, real-time information on vaccines, dosage requests, requisitions, releases, shipments, tracking numbers, and remaining quantities, which automates the entire process associated with ordering, shipping, and distribution of the influenza vaccines for Navy and Marine Corps personnel. Further, UCS has been instrumental in advancing and further developing the Acquisition Data System (ADS), which enables NMLC to accurately and effectively manage all requirements for medical and dental equipment, supplies, and health care services personnel acquisitions. The management includes documentation of receipt of a requirement and its funding, and tracking the requirement throughout the entire procurement process, to its award of the contract and destination/delivery to the end user/customer. Without the ADS program, NMLC could not effectively monitor and manage the acquisition of critically needed medical equipment and supplies to support medical readiness to the operational forces and the Fleet. UCS has also developed other programs to support the Fleet and operational forces readiness. These programs include, the Fleet Procurement Program (FPP), Allowance Change Request (ACR), and Navy Assemblage Information Logistics System (NAILS). The NAILS application enables the user to access current approved assemblage and historical assemblage data by performing searches /filters on Medical and Dental Allowance Listings (AMAL/ADAL). Data can be viewed on screen or exported to an.xls document. NAILS enables the user to create customized searches and outputs based on TYCOM, platform, acquisition advice code, national stock number, assemblage capability or keyword. The extension of the contract with UCS is necessary in order to provide sustainment services of these web-based applications, thus enabling NMLC to meet its mission on behalf of Navy medicine. The requirement for follow-on services is currently in the early procurement process. The time necessary to compete and award a follow-on contract cannot be met before expiration of the existing contract, which expires on 15 August 2014. A break in services would occur and discontinued maintenance/sustainment of the existing web-based applications would have an adverse effect on NMLC's ability to meet mission. Because UCS has the capability, resources, and the expertise to immediately provide services, a sole-source bridge contract, not to exceed six (6) months, is being sought. The base period of performance will be for 6 months and has an estimated value of $296,753.60. The total estimated value of the contract is $296,753.60. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All capability statements received by 12:00 PM Eastern Time, 07 July 2014 will be considered by the Government. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to Erik Przygocki at erik.przygocki@med.navy.mil and shall reference "N62645-14-R-0060 NEBE" in the subject line.
