- The purpose of this announcement is to provide notice that the U.S. Fish and Wildlife Service, Division of Contracting and General Services, Albuquerque, New Mexico intends to make a firm fixed price, sole source award to Western EcoSystems Technology Inc., Cheyenne, Wyoming to continue Golden Eagle Population Surveys in the western states of the United States. This acquisition is to continue the Golden Eagle Survey initiated with Western EcoSystems in 2003, 2006, 2007, 2008, 2009, 2010, 2011, 2012 and 2013. An additional year of population data to further test and refine the survey protocol for use in a future long-term Golden Eagle monitoring program is required. This survey will be conducted in 2014 and in subsequent years for a minimum of ten years (until 2015) subject to available funding. This sole source award would provide the project continuity of service and protocol standardization. Survey methodology and analytical procedure used in previous survey are proprietary in nature. This announcement is published as a Sole Source in accordance with FAR 6.302-1. This is not a request for competitive quotes. The intent of this Pre-Award Notice is for informational purposes only.
