Description
This requirement will be 100% set-aside for 8(a) firms under NAICS 541911, Administrative Management and General Management Consulting Services. The small business size standard of $14M for this specific NAICS is the largest that a concern can be and still qualify as a small business for Federal Government programs. For the most part, the size standard is the average annual receipts of a firm. This requirement is for records management support services. The EPA compiles information in many forms which it uses to interact with a variety of government, public and private stakeholders. The EPA must be able to readily access all of its records to respond to a variety of requests in support of: Freedom of Information Act (FOIA), Congressional requests, enforcement, litigation and regulatory activities. This demands an effective records management program which provides consistency in the way records are managed; efficiency in the filing and retrieval of documents; document security; efficient preparation of files; implementation of an electronic records program and efficient utilization of available space. The U.S. EPA Region 7 Records Center contains 20,856 linear feet of records storage space. This space includes approximately 6,330 linear feet of Regional records and approximately 8,065 linear feet of Superfund records. Additionally, for information purposes only, during the past fiscal year of reporting, the region has responded to 2,775 requests for records or records assistance; approximately 587 of these requests were Superfund program related. These requests include preparing record indices, inventories, assistance in preparation of responsive documents for FOIA requests, Congressional inquiries, compilation and preparation of documents for Administrative Records, case litigation, scanning documents into document management systems, assistance with records retrieval from the Federal Record Center, records disposition, etc. On average, the EPA responds to 105 FOIA requests annually. EPA anticipates issuing an Indefinite Quantity contract consisting of a one-year Base Period and four, one-year Option Periods. Estimated dollar value for this procurement is between $5.5M to $6.4M if all Option Periods are exercised. The Request for Proposal is anticipated to be posted in Mid July, 2014. FAR Part 15, Lowest Price Technically Acceptable, is the source selection method being utilized for this acquisition.
