Description
Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation, NB647000-14-02988 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73. (iv) This solicitation is a 100% small business set-aside. NAICS Code is 334516, Small business size standard is 500 employees. (v) This combined synopsis/solicitation is for the following commercial item(s): 0001: High Performance Plasma Cleaner (vi) Description of requirements for the items to be acquired: The Contractor shall provide one (1) instrument system that meets the following minimum technical requirements. The Contractor shall install the instrument and provide training as described below. • Must be a benchtop plasma cleaner no larger than 40" in any dimension. • Must have at least 3 gas inlets controlled by 3 mass flow controllers with internal mixing capabilities. • Must have the ability to safely use hydrogen gas and hydrogen gas mixtures (e.g. H2/O2, Ar/H2), with all of the related safety precautions, interlocks, and built-in safety controls. • Must have a low-energy (less than 100 W) high-frequency (13.56 MHz) plasma power source. • Must have a simple user interface with the ability to store and retrieve pre-determined recipes for reactant gas mixtures and plasma characteristics. • Must have built-in overpressure and safety controls. • Must be able to simultaneously clean at least 2 TEM stages. • Must have an adaptor to hold 1 TEM stage from a JEOL 2000FX TEM. • Must have adaptors to hold at least 1 stage (preferably 2) from a JEOL ARM-200F TEM. • TEM stage adaptors must be removable and interchangeable. • Must include two plugs to seal the vacuum chamber when the TEM holders are removed. • Must be able to be used as vacuum storage for at least 2 TEM stages when the plasma is not in use. • Must be able to accommodate SEM samples and stages as large as 2.5" diameter and 2" high. • Must include (preloaded or manufacturer provided) gas recipes for cleaning carbon-based TEM grids without degrading them in either an oxygen/argon gas mixture or a hydrogen/oxygen gas mixture. • Must have a pump and vent time of less than 90 seconds. • Must have an automatic matching network, auto-tuning network, or the equivalent, for a high-quality self-tuning plasma. • Must have an oil-free vacuum system. • May have the ability to store up to 5 additional TEM stages under vacuum. Absolute Performance Requirement: In addition to the performance requirements listed above, the plasma cleaner must be a turn-key solution with a simple user interface and fast cycle time. It must come with (pre-loaded or manufacturer provided) recipes for hydrogen/oxygen and oxygen/argon gas mixtures. (vii) FOB Destination for delivery to 325 Broadway, Boulder CO, 80305 (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. All offers must include shipping FOB Destination. (ix) FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government will award a fixed price contract based on the following factors: Technical capability (capability of the item offered to meet the agency need), price and past performance. Technical capability will be evaluated by how well the proposed products meet the Government requirement as stated in Paragraph (vi). Technical and past performance when combined are significantly more important than price. The Government reserves the right to make an award to other than the lowest-priced offeror if the superior technical submission or the submission indicating a reduced performance risk, warrants paying a premium. (x) The offeror must have completed the Online Representations and Certifications Application (SAM) which is the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. Reps and certs must be uploaded to the System for Award Management at www.sam.gov. (xi) FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items applies to this acquisition. Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are b(4), b(6), b(12), b(26), b(27), b(28), b(29), b(31), b(38), b(40), b(42), b(48). (xiii) The following clauses are also applicable to this acquisition: CAR 1352.209-73, CAR 1352.209-74, CAR 1352.246-70 (Place of acceptance will be the address at Para (vii)).
