- The announcement number for this acquisition is RFQ-NIHOD3408774 and is being issued under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304 (c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated award date is July 7, 2014.This acquisition will be processed under Simplified Acquisition Procedures (SAP). The associated North American Industry Classification System (NAICS) Code is 333298. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of the National Institute of Nursing Research intends to procure on a sole source basis from Quanterix for a Simoa HD-1 analyzer. The National Institute of Nursing Research will utilize this instrument for the ability to allow for detection of thousands of single protein molecules simultaneously using the same reagents as the current standard method for detecting proteins, ELISA. Single problem molecules are captured and labeled on beads using standard ELISA reagents. The Simoa HD-1 Analyzer uses arrays of femtoliter sized reaction chambers that can isolate and detect single enzyme molecules. After fluorescent labeling of the proteins, the Simoa HD-1 Analyzer enables protein concentrations to be determined digitally rather than using the total analog signal, called digital ELISA. By isolating and detecting single immunocomplexes in arrays of femtoliter volume wells,digital ELISA enables clinically important proteins in serum to be measured at subfemtomolar concentrations that allows peripheral samples of blood to approximate central activity of neuropeptides, This is the only available instrument able to detect proteins within the detections needed in peripheral samples of blood. This is the only company who can provide it. Specifications needed are: ability to test both blood plasma and cerebrospinal fluid, ultrasensitive, easy and cost effective implementation, use of standard reagents,multiplexing capabilities with small sample volumes and ability for custom assay development. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. Interested firms may identify their interest and capability to respond to the requirement Responses must be submitted no later than 10:00 AM Eastern Standard Time (EST), July 3,2014 to Ms. Tonia Ellen at ellent@od.nih.gov. All information furnished must be in writing and must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Please reference the announcement number on all correspondence.
