STATEMENT OF WORK J- PERFORM NAVIGATION ARPA RADAR SYSTEMS TECHNICAL REFRESH UPGRADE ON NOAA SHIP NANCY FOSTER. NOTICE DATE: JUNE 19 2014 Notice Type: Pre-solicitation NAICS: 811219 - OTHER ELECTRONIC & PRECISION EQUIPMENT REPAIR & MAINTENANCE Contracting Office: Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Regional Acquisition, 200 Granby Street, Suite 815, Norfolk, VA 23510 The National Oceanic Atmospheric Administration (NOAA), Eastern Regional Acquisition, Norfolk, VA on behalf of Office of Marine and Aviation Operations (OMAO) is soliciting a requirement to perform the navigation ARPA radar systems technical refresh upgrades from Furuno FAR2835S and FAR2825 to Furuno FAR2837S and FAR2827 or equivalent aboard the NOAA Ship Nancy Foster, Charleston, SC. Provide all labor, material and equipment in accordance with the attached Statement of Work. This RFQ is 100 percent set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 811219, which has a corresponding size standard of 19 million in annual receipts. Solicitation EA133M-14-RQ-0614 will be issued June 19, 2014 and will close June 30, 2014. The total period of performance for all work specified in the Statement of Work is July 15, 2014 through August 15, 2014. Evaluation factors for Award The Government will issue a firm fixed price purchase order to the responsible bidder whose bid, conforming to the solicitation results in the best value to the Government, considering both price and nonprice factors as specified in the solicitation. The following factors will be used to evaluate quotations with past experience being more important than price: Past Experience: Vendors shall provide a minimum of three jobs of similar scope and size within the past three years. Price: Vendors will be evaluated on the basis of low price in conjunction with past experience. All responsible sources may submit a quotation which shall be considered by the agency. The anticipated award date is on or about July 10, 2014. Contractors are encouraged to register with the FedBizOpps Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis/solicitation is posted).
