- This requirement is a combined synopsis/solicitation and is being issued by the Department of the Interior (DOI), Bureau of Indian Affairs (BIA) in accordance with FAR Parts 12 and Department of the Interior Acquisition Regulation (DIAR) Part 1480. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-72. BIA is issuing this solicitation for the purpose of entering into a time and materials-based single contract award. This solicitation is issued subject to the availability of funds. As required by DIAR 1480.503, this acquisition is 100% set aside for Indian Small Business Economic Enterprise (ISBEE) as defined by DIAR 1480.503. Only proposals received from ISBEEs will be considered for award. If you are interested in this effort, you may participate by submitting a quotation in accordance with the following procedures. Solicitation Questions: If you have any technical questions regarding this requirement, or the preparation of your proposal, please submit your inquiries on or before 11:00 A.M. Eastern Time, Tuesday, June 24, 2014. The Government anticipates responses to all questions received to be released no later than Thursday, June 26, 2014. Questions shall contain the solicitation number and title. Please e-mail all questions to terri.cady@bia.gov with a copy to santiago.almaraz@bia.gov. Questions received after the specified deadline date/time WILL NOT be accepted. Quotations must be submitted no later than 2:00 P.M. Eastern Time, June 30, 2014 in order to be considered for award. Any submissions received after the due date and time will NOT be considered for award. Solicitation Response Instructions: Contractors are required to submit a Technical Proposal, Past Performance references, Price Proposal, and Assumptions, Conditions, OR Exceptions to BIA for evaluation. Technical Proposal Requirements: Your technical quote MUST include a cover page must that includes all of the following: a.Name and Address of Contractor; b.Indian Economic Enterprise Representation required by DIAR1452.280-4; c.An acknowledgement of all amendments to the solicitation; d.Tax Identification Number (TIN); e.Dun & Bradstreet Number (DUNS); f.North American Industrial Classification System (NAICS) and Product Service Code (PSC) for this acquisition. Technical quotes are limited to fifteen (15) pages, on standard letter-size paper (8.5x11 inch) single spaced. Any pages in excess of the ten (10) page limit will not be evaluated. All pages shall have a minimum of a 1-inch margin on the top, bottom, left, and right. Page numbering, Contractor identification, and disclaimers may be placed in the 1-inch margin. Font size shall be no smaller than 12-point. The Government will not count the following documents toward the 30-page limit: a.Letter of Transmittal (cover letter); b.Title Pages; c.Table of Contents; d.Resumes and Letters of Commitment. The technical proposal MUST include all of the following: a.Labor Category Titles utilized in the quote and corresponding Labor Category Descriptions. Labor category descriptions must be detailed enough to determine whether or not the quoted labor categories meet the minimum qualifications specified in the SOW; b.Proposed level of effort and labor mix (excluding prices). Contractors must provide the labor categories and labor hours appropriate for their proposed solution to meet the requirements of the SOW; c.Key Personnel Resumes. Resumes must be submitted for every position identified in the attached SOW as Key Personnel and must show at least the minimum qualifications specified in the SOW; d.Key Personnel Letters of Commitment. Every resume submitted for Key Personnel must be accompanied by a signed letter of commitment; e.Narrative statement describing organizational experience providing services of similar scope size and complexity and also describing current capabilities to perform this requirement; f.All information required by DIAR 1452.280-2(c). Technical proposals that do not provide all of the required information will be rejected. Technical proposals MUST NOT contain any pricing information. Technical proposals that contain pricing information will be rejected. This solicitation incorporates one or more solicitation provisions by reference with the same force and effect as if they were given in full text. Upon request, the CO will make their full text available. The provisions at FAR 52.212-1 Instructions to Offerors-Commercial Items (June 2008); and FAR 52.212-3 Offeror Representations of Certifications (Aug 2009) apply to this acquisition. Quoters must include a complete copy of the provision FAR 52.212-3, Offeror Representations and Certification/Commercial Items with their proposal. If the Offeror does not have a copy of this provision, they may obtain a copy at www.acquisition.gov or contact the CO to receive a copy.
