Description
PRESOLICITATION NOTICE This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Items, and an award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. The U.S. Fish & Wildlife Service has a requirement for an integrated landline telephone system at Savannah Coastal Refuges Complex. The Contractor will be expected to provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform services as defined in the Performance Work Statement (PWS). The period of performance will begin on or about July 21, 2014 through December 31, 2015. This requirement is being solicited as a small business set-aside. A firm-fixed price commercial contract order will be issued. The NAICS code associated with this acquisition is: 517110; small business size standard is 1500 employees. The solicitation and any documents related to this procurement will be available over the internet on or about June 20, 2013 at www.fedconnect.net. It is the Contractors responsibility to monitor this site for the release of the solicitation and any amendments. Thus, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore the responsibility of any interested parties to obtain any amendments that may be issued. Contractors must be fully and actively registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM. SAM is a free web-site which consolidates Federal procurement systems. Currently CCR, FedReg, ORCA, and EPLS have been migrated into SAM. Once in the FEDCONNECT website, you will have the option to either sign in or search public opportunities only. You will do a search for either solicitation number (F14PS00656) or title (Landline Telephone System Integration). A site visit is scheduled for July, 8, 2014 at 10:00 EST. Please see solicitation for more details. It is strongly recommended that Contractors view the worksite to enable an understanding of the full scope of the work to be performed. No faxed quotes allowed. The Government reserves the right to issue a single award, multiple awards, or no award to an Contractor/Contractors that is/are responsible and provides the best overall value to the Government based on lowest price technically acceptable for each line item. All quotes/offers must be received no later than July 10, 2014, 11:00 AM Eastern Time. The offers/quotes will be evaluated based on the following evaluation factors: Factor 1 - Technical Capability to include Quality Control Plan; Factor 2 - Past Experience; Factor 3 - Past Performance; and Factor 4 - Price. The Government will evaluate price for all technically acceptable offers and the lowest priced technically acceptable Contractor will receive an award. *The Government reserves the right to reject offers that are unreasonably low or high in price and as a result, not make an award. Contractors shall submit the following items, but not limited to: a. Standard Form 1449; b. Line Item Summary/Bid pricing; c. submission of all required information from evaluation factors; d. Bidders Questionnaire of Responsibility; e. Past Experience & References forms; f. ORCA (52.212-3 or copy of on-line SAM registration). *Must be registered electronically on-line prior to award. NOTE: Vendors previously registered in the ORCA must now log into SAM to update their information. New vendors can register in SAM at sam.gov by clicking on create account or register; g. SAM (copy of on-line SAM registration). NOTE: Vendors previously registered in the Central Contractor Registration (CCR) must now log into SAM to update their information. New vendors can register in SAM at sam.gov by clicking on create account or register; i. Provide DUNs number. It is essential that you read solicitation in its entirety first before contacting the Contracting Officer with any questions because the answer you may need is probably listed within the solicitation.
