Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation VA251-14-Q-0400 is issued as a request for quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-72B. The North American Industry Classification System (NAICS) number is 561210 and the business size standard is $35.5 million. Requestors shall state their business size on their proposal. All responsible sources may submit a proposal which shall be considered by the contracting officer. Statement of Work Scope of work: The vendor shall provide a National Board Commissioned Inspector to perform annual internal and external inspections of Cleveland Brown low pressure fire tube boilers. Annual and Semi Annual Safety Device Testing per the VA Boiler Plant Safety Device Testing Manual (3rd Edition) on Fourteen Low Pressure Fire Tube Boilers located in Buildings 211, 212, 214 and 216 located at the VA IIIiana Healthcare System at 1900 East Main Street, Danville, II 61832 Services to be provided: Vendor to provide labor, equipment and materials to complete all tests required by the VA Boiler Plant Safety Device Testing Manual (3rd edition) to include initial series of test on 14 new low pressure fire tube boiler's and associated plant safety devices. The following are the required semi-annual operational tests required for Boiler Safety devices: 1.High steam pressure cut out (recycle) 2.High steam pressure cut out (non-recycle) 3.Steam safety valves (raise boiler pressure until valve pops) 4.Check gas vent for leaks 5.High gas fuel pressure shut off 6.Low gas fuel pressure cutoff 7.Gas fuel safety shut off valve proof of closure 8.Leak test gas fuel safety shut off valves 9.High fuel oil temperature cut off (heated Fuel) 10.Low fuel oil temperature cut off (heated fuel) 11.Low atomizing pressure for fuel oil 12.High fuel oil pressure cut off 13.Low fuel oil pressure cut off 14.Fuel oil safety shut off valves proof of closure 15.Leak test fuel oil safety valves 16.Low pilot gas pressure cut out 17.Forced draft fan motor interlock 18.Boiler outlet damper wide open for purge 19.Purge airflow interlock 20.Timing for pre purge 21.Timing for post purge 22.Igniter timing 23.Low fire position interlock 24.Combustion air interlock 25.Main flame out; I. e., time to close valves 26.Ignition flame out; i.e., it is time to close valves 27.Minimum igniter flame test 28.Scanner not sensing ignition spark 29.Low oxygen alarm and/or cut out 30.Pre purge setting of flue gas recirculation damper 31.Interlock of outside air damper with burner control 32.Adjust burner combustion settings and calibrate oxygen trim 33.Check vibration of burner fans 34.Calibrate instrumentation, monitoring and control systems 35.Check combustion gas leaks into boiler room 36.Check furnace pressure 37.Check operation of gas pilot The following are the required annual inspections: 1.Check for scaling of tubes and inside of boiler 2.Check for Oxygen pitting of tubes and boiler 3.Check inside of tubes and tube sheets for leakage 4.Check inside of tubes for excess carbon 5.Check refractory for excessive cracking and missing sections 6.Inspect interior and exterior, supports, closures, accessories, valves and controls 7.Calibrate pressure gages and thermometers 8.Boiler fouling and combustion gas flow check 9.Tube leak check 10.Steam safety valves (accumulation test at high fire} 11.Clean waterside of boilers The following are semiannual requirements: 1.Conduct review of General Plant Safety and Reliability 2.Check water treatment in all buildings 3.Check Carbon Monoxide alarms in all buildings 4.Check combustible gas alarms in all buildings Vendor shall coordinate with Don DeMoss, VA Engineering (217} 554-5994 to schedule work prior to arriving at site. Work will be done in such as manner as to allow continuation of service to all campus buildings. Time period Work shall be scheduled as soon as practical after award with the preferred dates being in July and September with 50% of the boilers undergoing annual inspection during each time frame allowing continuation of service to the facility. All boilers are newly installed and this will be the initial inspection. Number: 1 GRAND TOTAL The provision at 52.212-1, Instructions to Offerors-Commercial applies to this acquisition and offerors must comply with all instructions contained within it. Award will be made to the lowest price, technically acceptable offer. The following additional provisions and clauses apply: 52.212-3, Offeror Representations and Certifications-Commercial Items, a completed copy of this provision shall be submitted with the offer unless ORCA registered which must be noted in quotation. 52.212-4, Contract Terms and Conditions-Commercial Items. 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, to include clauses: 4, 6, 23, 26, 27, 28, 29, 31, 38, 42, and 48.. The following additional clauses apply, and upon request, the contracting officer will make their full text available: FAR 52.204-7, FAR 52.225-25, FAR 52.252-2, and VAAR 852.270-4 Clauses Incorporated by References (Feb 1998).
