- The United States Environmental Protection Agency, Region 9, 75 Hawthorne Street, San Francisco, CA 94105 intends to award a Sole Source purchase order under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures to ICF Incorporated, L.L.C. This requirement includes services required for further refinement and implementation of the WARM-based emissions calculator originally developed by ICF Incorporated, L.L.C. The contractor (ICF) developed a complex calculator titled the ?Zero Waste & Greenhouse Gas for Municipal Solid Waste Programs? based on EPA?s WARM calculator emissions factors and methodology. This proposed sole-source, follow-on contract with ICF will provide system modification, documentation, configuration and enhancement to the system that they developed. The period of performance will have short term duration (fast-paced) to be able to make the WARM-based calculator readily available immediately for use by local, state, and other agencies. THIS IS NOT A REQUEST FOR QUOTE AND NO SOLICITATION WILL BE POSTED. EPA believes ICF Incorporated, L.L.C. is the only source able to provide the services above to U.S. EPA, Region 9. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The documentation provided must include sufficient detail to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead submits only a routine or standard letter requesting a copy of the statement of work, or provides only basic corporate information will not be considered. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
