Description
The Department of State (DOS) is soliciting information from potential business sources for a commercially available Commercial Off-the-Shelf (COTS) software product solution that will reduce the risk of exposure of information sent by unsecured channel outside of the DOS infrastructure. At a minimum, the product solution should detect potential data breach / data ex-filtration transmissions and prevent them by monitoring, detecting, and blocking sensitive data while in-use (endpoint actions), in-motion (network traffic), and at-rest (data storage). The product solution must meet Office of Management and Budget (OMB), National Institute of Standards and Technology (NIST), and Federal Information and Security Management Act (FISMA) requirements memos OMB 06-16, OMB M-06-19 and OMB M-07-16. Vendors should describe their update frequency that the Department will use to save time and effort conducting risk analysis projects, ensuring significant threats are not overlooked. The proposed software product solution should be Section 508 compliant. A new/revised section 508 is required for all updates covered under the maintenance contract. This notice is for planning purposes only. If satisfactory responses are received, a solicitation may be issued for a firm fixed-price type contract. Firms are invited to submit appropriate documentation, certificates, literature, brochures, and references that describe their products that meet the above requirement. Responses shall be submitted to U.S. Department of State, Attn: Mrs. Iris Hardie, 2025 E St., NW, Washington, DC 2006, electronic mail to hardieID@state.gov. Responses are due within two weeks after RFI posted date (Please include the name of the firm in the subject line of the e-mail message). Response shall be no more than 15 pages, single spaced, Times New Roman Font (12 pitch). All Response must follow the following format: 1) name and address of firm, including DUNS number and Cage code; (2) size and socioeconomic designation of business; (3) product description (including a description of how the product meets DOS requirements); (4) technical capability; (5) hardware requirements/specifications; (6) Origin of software (where developed); (7) any additional software requirements; (8) support and maintenance requirements; (9) training requirements(system admin, installation support); (10) affiliate information; parent corporation, joint venture partners, potential teaming partners; (11) any GSA schedule contracts held and if so, contract number and term (12) a list of customers covering the past 5 years; highlight relevant work including a summary of services performed, contract number, contract type, dollar value for each customer reference and customer point of contact with phone number.Any questions should be submitted to Mrs. Hardie via email (hardieID@state.gov) between the hours of 10:00 am - 12:00 pm Monday through Friday. The Department will not respond to questions received before COB June 27, 2014 and will stop responding after COB July 9, 2014. The Department wishes to research and review the software applications to determine which will meet all the compliance requirements outlined by OMB and generally follow the guidance set forth by NIST. THIS SYNOPSIS IS FOR INFORMATION AND PLANNING PURPOSES AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS RFI. RESPONSES TO THE RFI WILL NOT BE RETURNED. IN ACCORDANCE WITH FAR 15.201(e). RESPONSES TO THIS RFI ARE NOT OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS.
