Description
Justification for Other than Full and Open Competition The Centers for Disease Control and Prevention (CDC) intends to award a sole source Firm Fixed Price contract to Droplet Measurement Technologies. This acquisition is for the purchase of an off-the-shelf scientific instrument that can measure the size distributions of airborne dust particles and water droplets in-situ (operate directly in the airstream without sampling lines), simultaneously (can distinguish between a dust particle and a water droplet), can measure particle/droplet sizes in a range from below 1 micron to near 1mm in diameter, and can determine liquid water content in real-time. In addition, the instrument must be water proof and rugged for use in a full size simulator/laboratory that simulates a coal mine face dust and water sprays. The contractor is the original developer and only manufacturer of the Cloud Aerosol and Precipitation Spectrometer (CAPS). The contractor originally developed the instrument under a Naval Research contract and has since supplied this product, as well as other aerosol and droplet measurement equipment, for a number of organizations, including NASA, U.S. Department of Energy, Massachusetts Institute of Technology, Boeing, Bombardier, and the British Antarctic Survey. The supplier has 27 years of experience in the servicing and manufacturing of aerosol and droplet sensing equipment and has a staff of over 50 employees, including a number of scientists, engineers, and technicians who provide expertise in the field of aerosol and droplet measurement. In addition, the original designer/developer of the CAPS measurement system is employed at the company. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotations/responses should be emailed to H.
