- Format for Q&A Past Performance Questionnaire DOL WD Draft DD254 Final QASP Final PWS DD1449 RFQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number M68909-14-Q-7651 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74, and the Defense Federal Acquisition Regulations Supplement Change Notice 20140506. NAICS Code 541690 and size standard of under $14 Million applies. This solicitation is a 100% small business set-aside. The procurement is for a Base Year and three (3) follow-on Option Years for Professional Technical Test & Evaluation (PT 2 E) Documentation Support Services (DSS). This procurement is divided into four (4) Line Items and four (4) separate prices are requested. Item 0001: PT 2 E DSS - Labor in accordance with attached PWS/QASP Base Year Period of Performance: 9/1/2014 through 8/31/2015, 12 Months; and Item 1001: PT 2 E DSS - Labor in accordance with attached PWS/QASP Option Year 1 Period of Performance: 9/1/2015 through 8/31/2016, 12 Months; and Item 2001: PT 2 E DSS - Labor in accordance with attached PWS/QASP Option Year 2 Period of Performance: 9/1/2016 through 8/31/2017, 12 Months; and Item 3001: PT 2 E DSS - Labor in accordance with attached PWS/QASP Option Year 3 Period of Performance: 9/1/2017 through 8/31/2018, 12 Months. Funds are not presently available for option Line Items 1001, 2001, & 3001, however, the Government may unilaterally exercise those Line Items under FAR 52.217-7 on or before September 1, 2015, depending on the availability of funds. The Marine Corps Tactical Systems Support Activity (MCTSSA) provides test, evaluation, and technical engineering support services to Marine Corps Systems Command (MCSC) for the Systems Interoperability Architectures and Technology (SIAT) Directorate. SIAT's mission is to ensure delivery and sustainment of an integrated Enterprise Command, Control, Communications, and Computers Intelligence Surveillance Reconnaissance (C4ISR) capability to the operating forces and supporting establishments. MCTSSA is responsible for integration testing, interoperability assessment and overall evaluation of Command and Control (C2) Systems/Program's of Record (PORs) as they evolve through the acquisitions lifecycle. These C2 Systems/PORs form the foundation of the Marine Corps net-centric operational focus and are vital to the Marine Corps' continued success. The Program Engineering & Support Group (PESG) and the Test & Certification Group (T&CG) are responsible for providing technical test & evaluation support to MCSC. PESG and T&CG require the services of technical personnel experienced in preparing and editing evaluation documents such as plans, specifications, design descriptions, end-user guides etc., and test documentation such as test plans, test procedures, quick-look reports, and test reports to support a multitude of C4 systems. All responsible vendors complying with the above description may submit a quotation, which shall be considered by MCTSSA. The vendor's quotation shall describe in detail their technical understanding and approach to the tasks specified in the attached PWS/QASP. The procurement is for Professional Technical Test & Evaluation (PT 2 E) Documentation Support Services (DSS) to be delivered to Marine Corps Tactical Systems Support Activity (MCTSSA), MCB Camp Pendleton, CA.
