Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6; utilizing the streamlined evaluation of offers as described in Subpart 12.602(a); as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-74, effective May 30, 2014. This is a total small business set-aside. The solicitation number is P14PS01363, and the solicitation is being issued as a request for quotation (RFQ). The NAICS code is 212321 with a small business size standard of 500 employees. This solicitation will result in either one or multiple, firm fixed-price purchase order(s), whichever is determined to be in the best interest of the Government based upon quotes received. Mount Rainier National Park has a requirement for the supply, delivery, and off-loading of washed sand and 5/8 minus gravel, for two (2) areas and multiple deliveries beginning within five (5) business days from date of award. Lines 010 and 020 to the Ohanapecosh maintenance area of Mount Rainier National Park. This area is located off of State Route 123, approximately 11 miles north of Packwood, Washington which is located off of Highway 12. Period of performance for these lines is approximately July 7th to November 24th, 2014. Line 030 to the Paradise upper parking lot area located off of State Route 706 approximately 16 miles from Ashford, Washington through the Nisqually Entrance. The minimum quantity for delivery shall be a ten ton dump truck with trailer. Due to a road rehabilitation project all traffic can expect construction delays of 20 minutes per site, with not more than 30 minutes total throughout the project. Narrow lanes and tight turns, truck an trailer combinations will require an escort to the Paradise area from Longmire to Paradise, Park Service personnel will be available for the escort, if coordinated at the time of the delivery request. Period of performance for this line will be approximately July 7 to September 18, 2014. Total estimated quantity of each product: Line 010 1200 ton of washed sand; 1 lump sum $___________ Ohanapecosh general maintenance area. Line 020 1600 ton of 5/8 minus gravel; 1 lump sum $___________ Ohanapecosh general maintenance area. Lie 030 NTE 945 ton 5/8 minus gravel; 1 lump sum $___________ Paradise upper lot. Grand total1 lump sum $___________ **Special requirements** The undercarriage of transport vehicles shall be cleaned before delivery, all loads shall be covered in transport. Sand must be washed and free of noxious seeds and weeds prior to delivery. Gravel shall be certified weed-free. Weed free certification will meet or exceed the North American Invasive Species Management Association (NAISMA) standards (http://www.naisma.org/weed-free-gravel). For a material source provider to be considered certified weed-free, all staging areas, work areas and facilities associated with producing the material would be inspected by a qualified Government inspector, qualified Park employee or other proper officials or authority: a prepresentative of the States Department of Agriculture, a Weed Supervisor or Weed Superintendent, a University Extension Agent, or an individual designated by that States law or regulations and determined to be free of all noxious weed and invasive plant species. Delivery shall be made within three (3) working days of a call by an authorized NPS representative. Payments will be accepted on a lump sum basis; invoices will be combined and submitted monthly, to include one original company invoice form. Payments and invoices will be made through the Department of the Treasurys Internet Payment Platform, http://www.ipp.gov. The provisions at 52.212-1, Instructions to Offerors-Commercial Items, applies to this solicitation. The Government will award either a single or multiple firm fixed-price purchase orders resulting from this solicitation to the most responsive and responsible offeror(s) whose offer(s) conform to the solicitation and are determined to be most advantageous to the Government. The clauses at FAR 52.212-4, contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, to include the following clauses sited: FAR 52.204-10, 52.209-6, 52-211-16, 52.211-17, 52-211.18, 52.219-3, 52.219-6, 52.219-13, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-22, 52.222-26, 52.223-18, 52.225-1, 52.225-3 Alternate I, 52.225-13, 52.232-30, 52.232-33 and 52.247-34. All offerors must be registered and have active profiles in the System for Award Administration (SAM) database https://www.sam.gov prior to the close date of this announcement.
