- PLEASE NOTE: This notice is not a solicitation. This notice is only a Synopsis for an anticipated solicitation. Access to the TDP cannot be requested until the solicitation is issued. The Government anticipates issuing a solicitation for the following item: NSN: 1005-01-471-5456 PN: 12991851 Noun: M4A1 Heavy Barrel Guaranteed Minimum Quantity: 10,000 EA Maximum Quantity: 82,000 EA FOB: Origin Packaging: Mil/B The technical data is export controlled. The planned solicitation will result in a 3-year Indefinite Quantity, Indefinite Delivery (IDIQ) Firm Fixed Price contract. The solicitation will be issued as Full and Open Competition. The approximate issue date will 11 July 2014, with an approximate response date of 11 August 2014. First Article Testing, Acceptance Inspection Equipment, and Phosphate Coating are requirements of this procurement. Government furnished weapons and ammunition will be provided for testing. Prospective contractors must be able to pass a security preaward survey for these items in accordance with DFARS, Part 252.223-7007, quote mark Safeguarding Sensitive Conventional Arms, Ammunition, and Explosives. quote mark A license agreement between Colt Defense and the US Government requires the items procured to be manufactured in the US and its territories. The technical data package (TDP) for this solicitation and any resulting contract includes documents that are proprietary to Colt Defense. Disclosure and use of the TDP are restricted by the Non-Disclosure Agreement that the offeror will be required to execute prior to access of the TDP. The successful offeror under this solicitation agrees to manufacture the items, being produced under this contract, within the US and its territories. To obtain a copy of the TDP, a prospective offeror must sign a non-disclosure agreement, and have access to FedBizOpps (www.fbo.gov). Detailed instructions for obtaining this document will be in Section C of the solicitation. Once these requirements have successfully been completed, an offeror will be granted access to the TDP. If you do not have access to FedBizOpps, recommend you register as soon as possible. To be eligible to gain access to the export controlled TDP you must have a current DD 2345, Militarily Critical Technical Data Agreement certification on file with the Defense Logistics Information Service (DLIS). To obtain certification, go to http://www.dlis.dla.mil/jcp/ and follow instructions provided. It can take several weeks for the DD 2345 to process. The TDP will not be available until the solicitation is issued. Instructions to request the TDP will be included in the solicitation. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hardcopies will not be provided.
