- This synopsis provides notice of the Government's intent to solicit, negotiate and award a sole source contract with Spalding Consulting, 44811 Joy Chapel Rd, Hollywood, MD 20636. This effort will provide continuity of Naval Aviation Logistics Data Analysis ( NALDA) and Decision Knowledge Programming for Logistics Analysis and Technical Evaluation (DECKPLATE) Support to the Naval Air Systems Command (NAVAIR), Logistics Competency (AIR-6.8) at Patuxent River, MD while the follow-on effort is competed. A follow-on competition is currently in process with the Army Contracting Command (ACC) - New Jersey, located at Fort Dix, NJ 08640; however, award will not be complete prior to the end of the current period of performance of N00178-05-D-4570-M803. This extension covers a period of performance of one (1) year with a six (6) month base period and three (3), two (2) month option periods. The period of performance will commence on 21 October 2014 and end on 20 October 2015. This extension is necessary as the current contract is scheduled to end as of 20 October 2014. Due to the ongoing nature of the projects currently being performed under Contract N00178-05-D-4570-M803 and the need to continue these services without a break in support, Spalding Consulting is the only practical source for providing the necessary continuation of these services. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The incumbent contractor currently has fully trained personnel and a fully developed management system in place for execution of the required work. Resolicitation for the one (1) year period would not only result in a break in service but would incur excessive costs to the Government. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. Per FAR Subpart 6.302-1, "Only one responsible source and no other supplies or services will satisfy requirements," Spalding Consulting is the sole source capable of providing these efforts without creating an impact on project schedules and operations that would be caused by a break in service. Because of the nature of this requirement and the impracticality and substantial costs, the Government would incur and not recover through competition; this requirement will be procured on a sole source basis.
