- Title: Purchase of software enhancements to the Integrated Research Information System (iRIS) the National Cancer Institute (NCI), Center for Cancer Research (CCR) Notice Number: N02RC42554-62 Proposed Posted Date: June 18, 2014 Proposed Response Date: July 7, 2014 Classification Code: 7030 NAICS Code: 541519 Small Business Size Standard: 25.5 Million Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room1E144,Bethesda, MD 20892 USA Description: The National Cancer Institute (NCI), Center for Cancer Research (CCR) plans to procure on a sole source basis with Imedris Data Corp located at 446 Missouri Court Redlands, CA 92373 for software enhancements to the Integrated Research Information System (iRIS). The products herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 541519 and the business size standard in 25.5 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined that there is no opportunity to acquire green products or services under this procurement. Period of Performance: One year from the time of award with (2) twelve month option periods. In 2005, the NCI Office of the Clinical Director purchased the Integrated Research Information System (iRIS) in order to customize and implement an electronic system for the submission and review of protocols at the NCI's Center for Cancer Research (CCR). The system has been implemented through the protocol submission process. The CCR is expanding the functionality of the current system to include the Center for Cancer Research (CCR) Special Studies IRB and to implement the Institutional Animal Care and Use Committee (IACUC) module. The overall project objective is to maintain and upgrade the IACUC electronic protocol submission review and approval module and to continue to maintain and upgrade the current iRIS protocol approval activity at the Center for Cancer Research (CCR) in iRIS. Thus, the project will have the following specific goals: 1.To streamline all work processes for protocol development, review, approval, and post-approval. 2.To create an electronic workflow that supports the activities of all protocols generated by Principal Investigators and other members of the research teams at the CCR and IACUC. 3.To implement a flexible regulatory compliant and comprehensive electronic protocol submission system that is user-friendly and customer focused. 4.To support the daily operational activities of Protocol Support Personnel. 5.To support activities to reduce the time from review to approval from weeks to days. To provide comprehensive administrative reporting that supports regulatory compliance and quality operations management. The contractor shall be able to provide the following: •Provide the modifications to the dynamic tables for the Investigational New Drugs (IND)/International Development Environment (IDE) to comply with data collection from the new NIH Study Application Forms and Supplements, to include merge codes. •Provide new Enrollment Table for Planned and Cumulative Enrollment to comply with data collected from the new NIH Study Application Forms and Supplements, to include merge codes. •Display employee ID with the User Name as a data type to display the employee ID on a form. If possible this would include a merge code to include Outcome Letters, Agenda, Minutes and printer-friendly PDFs. •Provide Read-Only access to Institutional Review Board (IRB) side of the form. •Provide submission history as part of the "My Studies" and "Search Studies" result pages to comply with ACUC request Services to be purchased: System Support: IACUS Assistant and IRB assistant Annual Maintenance and Systems support fees for each year of the contract Base plus two options years •Contractor shall provide system updates as they occur. These updates are provided at no charge to the CCR. •Contractor shall provide software system maintenance for the IACUS Assistant and IRB Assistant. There is no warranty period for these updates. •Contractor shall provide software support and helpdesk availability from 8 Am to 5 PM Eastern Standard Time. •Contractor shall be available at any time during the contract duration to provide recommendations and guidance for: 1. Database architecture 2. Database function 3. Report development This acquisition is to develop and maintain the corporate electronic management system that has accomplished the necessary task of increasing the consistency of research regulatory submissions and establishing the quality control over both business and regulatory processes. The iRIS system has streamlined workflow and increased capacity and functionality while at the same time reducing redundancy. IRIS is proprietary software owned and developed by IMEDRIS. The NCI knows of no other contractor that has access to the iRIS software. This is not a solicitation for competitive quotations. However, if any interested party, especially a small business, believes they can meet the above requirement, they may submit a proposal. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. The proposal must be received at the NCI Office of Acquisitions on or before 11:00 AM EST on July 7, 2014. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
