- Department of the Interior, Indian Affairs, Deputy Assistant Secretary - Management R - Fiscal Funding Stream Assessment, Process Improvement Recommendations, and Implementation service for the Department of the Interior (DOI), Indian Affairs (IA), Deputy Assistant Secretary - Management. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only notice; Proposals are being requested and a written solicitation is issued. This solicitation is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. The North American Industry classification (NAICS) code is 541611; business size maximum is $14.0 Million. This acquisition is being solicited accordance with FAR 19.5, as a total Small Business Set-Aside. The Period of Performance (POP) shall be from contract award to September 30, 2014, with one option period. See the SOW for complete performance requirement details. The resultant contract will be awarded as a firm fixed-price contract as defined in FAR 16.2. The Government intends to make a single contract award. Due to the urgent need, the response period and proposal due date is shortened. See the solicitation for details. BACKGROUND The United States has an integral Nation-to-Nation relationship with the federally recognized American Indian and Alaskan Native tribes, and a commitment to honor its treaty obligations and trust responsibilities. The Department of the Interior, Indian Affairs is responsible for the allocation and distribution of approximately 158 funding streams (125 Indian Affairs activities and programs, and 33 specific fiscal year 2014 appropriations for programs funded outside of Indian Affairs (pass-through programs) to the 566 federally recognized tribes in support of numerous programs, as well as operational funding to 12 regions, 68 agencies, 183 schools, and approximately 20 offices. Some funding streams are the result of direct appropriations to Indian Affairs and others are from appropriated funds to other Departments or Bureaus within the Federal Government to support various American Indian and Alaskan Native programs. The allocation and distribution processes for the funding streams to support the individual tribes are complex and the result of many decades of negotiations, agreements, statutes, federal regulations, and established practices. The allocation and distribution processes to fund the Indian Affairs operation and support activities for its business units are determined through various management implementation processes. Indian Affairs is committed to implementing a comprehensive process improvement that will: streamline all funding allocation and distribution processes; allow for the tribes to receive allocated funding expeditiously; enhance the effectiveness and efficiency of funding execution of all Indian Affairs business units (Central Office, Regions, Agencies, Offices, etc ); provide for flexibility in applying the separate allocation and distribution criteria to each funding stream; enable new and modified funding streams to be incorporated in the system; and maximize the use and integration with existing Indian Affairs automated management systems (FBMS, Prism, FAADS, ASAP, SAP, etc.) and any additional workflow or process improvement software, while maintaining integrity and transparency in the system. SCOPE AND PURPOSE The purpose is to obtain a comprehensive assessment of all the current funding streams and processes used to allocate and distribute funds to American Indian and Alaskan Native tribes and the Indian Affairs operation and support activities. Use the results of the assessment, best practices, industry standards, and other relevant information to make process improvement recommendations. To implement the process improvements selected by Indian Affairs. The assessment shall trace the funding streams from the approximately $2.3 billion Indian Affairs direct appropriation and the approximately $809 million in 33 specific appropriations from outside of Indian Affairs, as identified in the Consolidated Appropriations Act, 2014, to support programs for American Indian and Alaskan Native tribes and fund the operation and support costs of all Indian Affairs business units and activities. This project is intended to be completed in three phases. Phase one and two shall be conducted primarily by contracted support with some Government participation. Contractor support for phase three is expected to be limited to facilitating the transition, including required training, of the Indian Affairs selected solution until such time as the Indian Affairs staff is able to continue the implementation without support. Phase three shall be an option to the contract with the scope of that option being a part of each of the recommendations provided in Phase two.
