- The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Aberdeen Proving Ground, Natick Contracting Division in support of the U.S. Army Natick Soldier Research, Development and Engineering Center (NSRDEC) intends to award a firm fixed price contract on a sole source basis to Cortech Solutions Inc., located at 1409 Audubon Blvd, Unit B1, Wilmington, NC 28403 under the authority as prescribed in 10 USC 2304(c)(1) and FAR 6.302- 1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The requirement is for ActiveTwo Base system for neurophysiologic research evaluation equipment and instrumentation for current 6.2 and 6.3 Cognitive Science Core Programs. ActiveTwo system is a powerful high-resolution biosignal (electroencephalography) acquisition system. ActiveTwo system can also be equipped with additional sensors for respiration, skin conductance, temperature and plethysmograph (pulse). The intended use of this system is for cognitive neuroscience research in cognitive resilience, cognitive workload, and physical fatigue. The Government currently owns Cortech modular laboratory equipment that was purchased under full and open competition. This equipment utilizes proprietary and unique connectors and software architecture that is not compatible with other systems. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. Interested parties may identify their interest and capability by sending responses regarding this requirement to the Army Contracting Command - Aberdeen Proving Ground CCAP-SCN, Natick Contracting Division via e-mail ONLY to stephen.s.abate.civ@mail.mil no later than 11:00 a.m. EDT 30 June 2014. The U.S. Government will not pay for any information or administrative cost incurred in response to this notice. All costs associated with responding to this notice will be solely at the expense of the interested party.
