- Notice is hereby provided of the Navy ™s intent to contract on a sole source basis with Korn Ferry (previously known as PDI Ninth House) for proprietary training and executive development tools and services for the Department of Navy (DoN) Executive Management Program Office (EMPO). Specific products include: Ninth House Platinum, Instant Advice, Action Learning, Leader as Mentor, PROFILOR, Time2Change, LPAR and ViaEDGE. Use of these tools will allow EMPO to continue to provide career lifecycle management of the DoN ™s executive cadre, which includes leadership development, workforce planning, and succession management. The DoN ™s Executive Leadership Development Program is a validated SES competency model based upon surveys and tools previously provided to the Navy by PDI which support a population of 175 executives, whom are at various stages in their executive development. Subsequently, Korn Ferry is the only source capable of determining where individual executives fall within the various developmental ranges by utilizing data from surveys and sessions previously supplied to the Navy by PDI. It would be prohibitive from both a price and time standpoint, for any other firm to replicate the surveys and/or previously provided training, thereby resulting in a detrimental impact to the EMPO mission. This contract to Korn Ferry will allow EMPO to proceed with using this tried and true model as a foundation for executive and emerging leader development, while simultaneously updating and refreshing it to extend it beyond the executive level and link it to the DoN emerging leader ™s population. Competencies are the validated skills that are needed for successful performance for members of the SES corps. To assist with assessing the skills and behaviors of the DON ™s SES cadre, this effort will draw upon hundreds of assessments that PDI already conducted using its proprietary method of capturing various data inputs, analyzing the data, and ultimately producing a feedback report that can be delivered to individual executives. Additionally, the requirement includes additional support by Navy-approved executive coaches to deliver PROFILOR assessment feedback. Only Korn Ferry has the required experience, broad array of leadership and talent solutions that leverage proprietary research, talent analytics data required by EMPO. Subsequently, it is intended to negotiate a sole source contract in accordance with FAR Subpart 12.6. The period of performance for these services includes one annual base period with four annual options. This is not a request for quotes, instead interested parties may submit capability information in order to challenge this intent to go sole source with Korn Ferry (PDI Ninth House) by 23 June 2014 to Shawn.Thomas1@navy.mil; however the final decision to process this requirement on a competitive vice sole source basis (as depicted herein) rests with the Navy.
