THIS IS A SOURCES SOUGHT ANNOUNCEMENT. IT IS NOT A SOLICITATION, NOR DOES IT GUARANTEE A SOLICITATION WILL BE ISSUED. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted in response to this Sources Sought Announcement is strictly voluntary. The Government will neither award a contract solely based on this notice, nor pay for any information submitted by respondents. This notice is a request by the Government to collect information from interested vendors for the purpose of market research. Failing to provide a response to this announcement will not prohibit/exclude an interested vendor from participating in a future solicitation. The Government is looking for vendors who can perform the following requirements: Project Background: Given the relatively high prevalence of incidental capture of non-target species in fisheries worldwide, identifying methods to increase an animal's probability of survival after accidental capture is a priority for US and international fisheries managers alike. As such, NOAA seeks to support trainings in safe-handling techniques for protected species, in particular sea turtles. Trainings must be conducted in Guatemala by a qualified veterinarian who will provide guidance on use of NOAA-approved sea turtle safe handling methods. Training will be conducted in Guatemala in before September 2014. Specific Tasks: Two consecutive workshops to be organized in Puerto Quetzal, Guatemala will be required. 1) One specified for artisanal longline, trammel net and trawling fishermen; 2) The second specified for technicians of Guatemala's Department of Fisheries and The Nature Conservation. The workshops need to be coordinated with the Government. Topics to be covered include anatomy of sea turtles, correct handling, injuries caused by line and hooks, first aid of drowned turtles, hook removal according to hook type and how to use normal tools of Guatemalan fishing boats as hook removing tools. Deliverables: Written report documenting information regarding training site, host, brief description of fishery(ies), and number of participants present, including representation from industry, government, etc. The report should also include a description of activities conducted, such as Powerpoint presentation, discussion topics, and experiential handling activities. Qualifications of Applicants: 1) Written statement indicating successful completion of previous sea turtle handling trainings. Provide specific dates, location, and number of people trained; 2) Personnel with degree(s) in doctor of veterinary medicine (DVM); 3) Proven record of expertise on sea turtle handling techniques aimed to reduce mortality (eg., peer review publications); 4) Fluency in Spanish. Timetable: Start Date: Date of purchase order award End Date: December 31, 2014 Options: The purchase order will contain two option periods and will follow the same schedule with dates of the trainings to be determined by mutual agreement of both parties. The Government anticipates one base period and two option periods. The North American Industry Classification Code (NAICS) is 541990 with a size standard of $14.0 million. Interested Contractors are requested to provide the following information in response to this Sources Sought Announcement: 1) A statement that you believe your firm has the capability to meet all these requirements and perform these services. 2) Your firm's DUNS number & CAGE code; 3) Your firm's SBA certified small business concern status. Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or in the SBA's 8(a) program. If your firm is not small, please state that it is a large business. 4) A brief description of your firm's recent past experience (within past 3 years) performing similar services. The information provided in response to this announcement is limited to five pages or less. All information shall be provided free of charge to the Government. The Government will not return any data provided in response to this announcement. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
