- Attachment 1 -DTMA-14-RFI-SMQA The Maritime Administration (MARAD) is conducting market research to determine the interest and capabilities of available vendors that can provide a Commercial-Off-The-Shelf (COTS) system that will automate the assessment process of the agency's contractor (Ship Manager) against the Quality Assurance Surveillance Plan (QASP). The desired solution will fully integrate and automate the QAS process. This solution should allow for the identification of roles/users, automated routing, and insertion of text for specified performance elements and the ability to assign a rating. Along with the QASP, this perspective system must provide for the automated issuance of the Performance Inspection Report (PIR), Superior Performance Report (BZ), Quality Deficiency Report (QDR), and Ship Manager -Contractor Performance Assessment Reporting System Report (SM-CPARS). MARAD currently has an in-house system that supports this process. The goal of this RFI is to identify a COTS product that can meet and potentially enhance this process. A description of the current process and related reports can be found in Attachment 1. In response to this RFI, the vendors are asked to provide the following information: •1. Company Information (Name/Primary Point of Contact/Phone Number/E-mail Address/Business Size) •2. Capabilities statement describing corporate experience and or past performance on similar products. •3. Description of the product your company is offering based on the information within this RFI and your availability to demonstrate the product. •4. Overview of the pricing structure. Please include any assumptions. •5. Is the product/service available under a Government-Wide Acquisition Contract (GWAC) This RFI is for market research purposes only and is not a part of a down selection process. This RFI is issued solely to obtain information and for planning purposed and does not constitute a RFP. Any information submitted will not be returned, and no payment will be made by the government for such information - FAR Reference 52.215-4 Request for Information or Solicitation for Planning Purposes (OCT 1997). The Government will use responses to this RFI to determine if there is a COTS system available and whether the procurement may be restricted.
