Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-14-045 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-74. The North American Industry Classification (NAICS) Code is 334516 and the business size standard of 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis from Malvern Instruments, Inc. - 117 Flanders Road - Westborough, MA 01581 the following: 1.P/N: NTA5314 - one (1) NanoSight NS3000 Nanoparticle Tracking Analyzer consisting of the following: •NTA3300 - Laser light source to illuminate nano-scale particles w/in a 0.3ml sample introduced to the viewing unit with a disposable syringe. Enhanced by a near perfect black background, particles appear individually as point-scatterers moving under Brownian motion. Fully programmable temperature control - QUANTITY (1) EA •NTA1002 - High sensitivity scientific CMOS camera, improving the lower limit of detection - QTY (1) EA •NTA1300 - NS300 405nm Violet Laser Module - QTY (1) EA •NTA1330 - Computer controlled motorized filter wheel, containing up to 6 laser matched fluorescent filters(s) - QTY (1) EA •NTA1010 - The Syringe Pump Option - QTY (1) EA •CPH3000 - Common PC Base Unit - QTY (1) EA •CPH3010 - Common PC Monitor - QTY (1) EA Submicroscopic cellular vesicles, such as exosomes have become the focus of many research efforts as they emerge as an important mode of intercellular interactions and have a promising future as biomarkers in several pathophysiological situations, such as cancer, preeclampsia and cardio vascular disease. The lab has adapted its flow viromerty method to the antigenic characterization of these microvesicles. To further its understanding and to complement its phenotyping abilities, the lab is in great need of physical methods to characterize these submicroscopic particles. To date, the only method able to enumerate, size and characterize one fluorescent parameter on nanoparticles with radii comprised between 10 and 2000 nm is Nanoparticle Tracking Analysis (NTA). NTA doesn't suffer from the limitation of other analyses methods such as Dynamic Light Scattering, which is a bulk analysis method skewed by detecting larger particles in mixture of particles of heterogeneous sizes. Malvern Instruments' NanoSight instruments are the only commercially available particle characterization analyzers that use the NTA technique and patented optical design o size individual particles as small as 10nm based on their diffusion coefficient, providing rapid, accurate, high-resolution sizing data by number distribution, as well as count/concentration measurements and visual confirmation of data analysis. Malvern Instrument is the only worldwide distributer of the NTA. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations however, all responses received, within seven (7) days from the date of publication of this synopsis will be considered by the Government. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Offers must also be accompanied by descriptive literature, delivery timeframe, warranties and/or other information that demonstrates that the offer meets all of the foregoing requirements. Quotations will be due within seven (7) calendar days from the publication date of this synopsis or by June 24, 2014 by 10:00am EST. via email to robinsti@mail.nih.gov.
