Description
The Work of this contract is a removal action at a small arms firing range, and restoration of the site to a natural condition. This project will entail contractor design, work plan, safety plan, mobilization, clearing and grubbing of vegetation prior to excavation, excavation and disposal of soil, soil sampling and analysis, groundwater monitoring well installation-decommissioning, well sampling and analysis, site re-contouring, re-vegetation, reports, and final documentation. The contract will be performed at Olympic National Park, Kalaloch, Washington, located approximately 34 miles south of Forks, Washington. Work shall be performed under project-specific plans, developed by the Contractor. The plans and work shall conform to U. S. EPA document "Guidance on Conducting Non-Time Critical Removal Actions Under CERCLA". No on-site treatment of hazardous substances are allowed on park land. The Contractor shall furnish all construction services, materials, supplies, labor, equipment, investigations, studies, superintendence, and travel, as required, for completing the tasks. The Contractor shall, without additional expense to the government, obtain any necessary licenses, permits, and shall comply with all federal, state, and local laws, regulations, rules, and codes applicable to the performance of the tasks required for this project. Project Location: Olympic National Park, Kalaloch, Washington. The project site is located on the western side of the Olympic Peninsula approximately 34 miles south of Forks, Washington and approximately mile from U.S. Highway 101. All work will be performed under a single firm-fixed price construction contract subject to the Davis-Bacon Act. This project is being solicited and awarded as a total 100% Service Disabled Small Business (SDVOSB) Set Aside. The North American Industry Classification System (NAICS) code is 562910, and the small business size standard is 500 employees. In accordance with FAR 36.204, the estimated magnitude of construction is between $100,000 and $250,000. An offer guarantee for 20% of the proposed price is required with the offer.
