- DESCRIPTION: The U.S. Army Corps of Engineers Europe District intends to issue a Request for Proposal (RFP) W912GB-14-R-00 31 with intent to award one (1) Firm-Fixed Priced (FFP) contract for the purpose of providing renovation services of an existing rehabilitation facility located in Tiblisi, Georgia. Work is expected to include installation of ventilation system, floor repair, window replacement, upgrade of restrooms, lighting fixtures, Tooling, workshop, safety equipment, and clinical furnishings. TYPE OF CONTRACT AND NAICS: This RFP will be for one Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction. TYPE OF SET-ASIDE: Foreign Military Sales Requirement: This procurement will be let and administered under Foreign Military Sales (FMS), and United States procurement laws and regulations. The contract will be awarded and paid in U.S. dollars. This procurement will be restricted to United States firms only, in accordance with 41 U.S.C 421, 48 C.F.R. Chapter 1, FAR 6.302-4, and DFARS Part 225. Contractors participating in the anticipated solicitation must be U.S. firms. Any joint-venture must be with another U.S. firm. SELECTION PROCESS: The Government intends to utilize a two-phase source selection process to evaluate contractors for award. Those Contractors who are considered most qualified during Phase I (Not to exceed five contractors unless the Contracting Officer decides otherwise) will be requested to submit proposals for the Phase 2 portion of the solicitation. In Phase I of the Two-Phase design-build selection procedures, interested firms or joint venture entities (referred to as quote mark Offerors quote mark ) submit certain specified performance capability proposals, demonstrating their capability to successfully execute the work required by the solicitation. The Government will evaluate the performance capability of proposals in accordance with the criteria described in the solicitation. Those Contractors who are considered most qualified during Phase I (Not to exceed five contractors unless the Contracting Officer decides otherwise) will be requested to submit proposals for the Phase 2 portion of the solicitation. Note that in Phase-One, the Europe District reserves the right to reject any/all offers. In Phase Two, Those Offerors (Not to exceed five contractors unless the Contracting Officer decides otherwise) determined to be pre-qualified will be issued a formal Request for Proposal (RFP) for Phase II. The RFP will include additional contractual requirements which the offeror will review in order to prepare a technical and price proposal. CONSTRUCTION MAGNITUDE: The estimated magnitude of this contract action is between $1,000,000 to $5,000,000. SITE VISIT/PRE-PROPOSAL CONFERENCE: Currently a Site visit and Pre-proposal Conference is NOT scheduled; however, the Government may schedule one or both, of which the date and time will be published in the posted solicitation. SOLICITATION WEBSITES: All prospective contractors and their subcontractors and suppliers must be registered in Federal Business Opportunities Website (FedBizOpps) https://www.fbo.gov before they will be allowed to download solicitation information. Contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ prior to award of this contract. Solicitation documents, plans and specifications will only be available via FedBizOpps. Registration for plans and specifications should be made via FedBizOpps Internet Homepage. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax requests will be accepted. Registration should be completed one week prior to the issue date. It is therefore the Contractor's responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. ANTICIPATED SOLICITATION RELEASE DATE AND AWARD DATE: The Government anticipates releasing the solicitation on or about 03 July 2014 and awarding the contract on or about 16 December 2014. Actual dates and times will be identified in the solicitation. Responses to this synopsis are not required. Additional details can be found in the solicitation when it is posted. CANCELLATION: The Government reserves the right to cancel this solicitation at any time if determined in its best interest to do so with no obligation to the Offeror.
