- The purpose of this Special Notice is to inform all prospective offerors that USAID/Pakistan plans to issue the combined synopsis/solicitation for the Youth Workforce Development Project on June 23, 2014 and hold a pre-proposal conference on 3 July 2014 in Bangkok, Thailand. USAID/Pakistan anticipates awarding a single-award Indefinite Quantity Contract (IQC) for the implementation of this activity with a maximum ceiling of $61.5 million over a 5 year period. Interested offerors are advised to make travel plans accordingly. Details of venue, time and registration will be communicated in the solicitation. The purpose of the Youth Workforce Development Project is to increase stabilization and reduce likelihood of extremism in targeted areas. The objectives of the YWFD project will be accomplished through five interlinked components: (1) Community Engagement (2) Access to Workforce Education and Training (3) Internship and Apprenticeship Programs (4) Entrepreneurship and Career Development Support (5) Institutional Capacity Building, including Monitoring and Evaluation Over the life of the program, it is expected to achieve the following results in Karachi, Southern Punjab, and KP-FATA: • Empower 47,400 at risk female and male youth (aged 16-29) by providing them with income earning opportunities to counter the attraction of the violent extremism narrative, addressing one of the primary causes of on-going instability and violence in the country. • Project will build the capacity of 60 local training institutions by o Expand/improve the menu of paid services which cater to the targeted youth groups and o Build their credibility as a critical outlet for vocational training resulting in 22,700 students receiving higher quality education. • Project will invest in 60 community service efforts to reach at least 30,000 heads of households and prominent figures of the community.. This will serve as opportunities for positive leadership, outlets for creative expression, and a point of mobilization for families and community organizations that support youth engagement overall. USAID will not bear any cost for the preparation of proposals and participation in the Pre Proposal Conference.
