Description
The Lebanon Veterans Affairs Medical Center (VAMC) intends to issue a Request for Proposal (RFP) for the acquisition of a design/build project to perform chapel renovations (Project Number To Be Determined). The purpose of this project is to replace the electrical system, install new lighting, design and install a new VAV (variable air volume) system, refinish and reinstall the existing pews and pulpit furniture, install storage, upgrade the finishes, install 5,000 (five thousand) square feet of carpet/flooring, and dispose of 2,484 (two thousand four hundred eighty-four) square feet of asbestos tile. The magnitude of the Project is between $250,000 and $500,000. Work shall be performed at the Lebanon VAMC located at 1700 South Lincoln Avenue, Lebanon, PA 17042. The acquisition will be accomplished using the procedures described in FAR Part 15 and FAR Subpart 36.3. One solicitation will be issued covering both phases. The solicitation will be available for download from http://www.fbo.com/ on or about 2 July 2014. Interested parties will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. Phase 1 proposals shall be due no less than thirty (30) calendar days after issuance of the solicitation. Phase 2 proposals shall be requested of the most highly qualified Phase 1 offerors. Offerors will be given no less than thirty (30) calendar days to submit Phase 2 proposals. The period of performance is two hundred and forty (240) calendar days from the issuance of the Construction Notice to Proceed (NTP). The final construction documents will be due one hundred and twenty (120) calendar days after issuance of the Design NTP. Set-Aside Information: The solicitation will be issued as a 100% service-disabled veteran-owned small business (SDVOSB) set-aside. This acquisition is subject to the North American Industry Classification System (NAICS) code of 236220, with a size standard of $33.5 million. Offerors must be registered and certified in VetBiz (http://www.vetbiz.gov/) as a SDVOSB at the time of bid opening in order to be considered for award. Offerors must also be registered in the System for Award Management (SAM) database (http://www.sam.gov) and complete online Representations and Certifications at (http://www.sam.gov).
