Description
This project is for the construction, relocation and restoration of approximately 11.12 miles of single track trail, specifically the Naturita Rim Trail, National Forest System Trail (NFST) 596. The project includes clearing and grubbing, excavation and embankment, drainage structure construction and reconstruction, seeding and stabilization. Project is outside designated wilderness area. All equipment must be capable of providing a finished 24" tread. The allotted time for contract performance is 90 days from Notice to Proceed. All work shall be performed on the Norwood Ranger District of the Grand Mesa-Uncompahgre-Gunnison NF in San Miguel County, Colorado. This project is being advertised as a total small business set-aside and as such is open to all qualified small businesses. The North American Industry Classification System (NAICS) code is 237990 and the small business size standard is $33.5 million. The solicitation for this project will be available only through the Federal Business Opportunities website www.fbo.gov. All questions pertaining to this solicitation must be submitted in writing to Jay Tobin at jtobin@fs.fed.us. All Offerors shall be registered in the System for Award Management ( www.sam.gov ) database to be eligible for award. Offerors must respond to all instructions in Sections B, K and L of the solicitation to be considered responsive. Offerors that fail to meet these criteria may not be considered for award. The statement of magnitude for this project is between $25,000 and $100,000. A payment bond (or alternate form of payment protection) will be required. Performance and bid bonds are not required. A pre-proposal conference is planned for 9:00AM on July 2, 2014 at the Thunder East Trailhead in conjunction with the Thunder East project (AG-82MK-S-14-0016). From Norwood, Colorado proceed south along San Miguel County Road 42Z approximately 1.5 miles to the intersection of San Miguel County Road Y43. Travel west along Y43 approximately 0.5 miles to the intersection with San Miguel County Road 41.5Y. Proceed South along 41.5Y approximately 1.75 miles to the intersection with National Forest System Road (NFSR) 609 (Thunder Road). Proceed along NFSR 609 approximately 1 mile to the Thunder Trails trailhead. This is the Northern Terminus. Southern terminus is along NFSR 609 approximately 9 miles south. The anticipated date for issuance of the solicitation is on or about July 1, 2014. The actual due date will be identified on the solicitation.
